Book excerpt: Financial markets have become vital tools for sustaining the economies of developing countries to this, many developing countries have embarked on a number of financial sector developments, the government of Ghana as part of the structural adjustment programme launched the Financial Sector Adjustment Programme (FINSAP) to address the deterioration problems in the financial sector. But Ghana still lacks a well-established banking sector and local commercial banks usually find it difficult to provide long-term loans for infrastructure projects. Infrastructure projects often require funding that would exceed the amount that a commercial bank can lend to a single customer under banking regulations. They are not well positioned to finance infrastructure that is intended to generate revenues over 20 to 30 years.Therefore in order to meet the country's infrastructure financing needs, there is the need to fall on a substantial larger financial option to finance local infrastructure and projects. Ghana's Local infrastructure projects typically involve a large investment of funds over several years and the expectation of the Priority Action Plan by African Development Bank has necessitated the need of issuing municipal bond to finance it infrastructure projects It was in this light that this paper focused on the constraints and challenges to the development and the implementation of a domestic bond market, and the applicability of such experiences to Ghana. The study specifically analyzed the challenges hindering the development and implementation of municipal bond market in Ghana.The study concludes that Current sources of finance for government of Ghana can't meet the 10-30 years developmental needs of Ghana so there is the need for municipal bond market to issue municipal bonds. But Government of Ghana hasn't made much concerted effort by putting a legal or operational framework in place which would enable metropolitan, municipal and district assemblies to issue bonds to finance their infrastructure projects.

The size of local government debt has grown rapidly over the past years, exceeding the stock of sovereign debt in China. How does this development compare to other countries and what policies can foster the sound development of the bond markets? This paper finds that despite its rapid growth, the local government bond market is still underdeveloped. Severe impediments—low liquidity, weak credit discipline, structural fiscal deficit in local governments—have become more visible. Reforms to develop a sound local government bond market should harmonize tax and regulations, build liquidity, and advance fiscal reforms to tighten off-budget borrowing and address intergovernmental imbalances.

In doing so, it represents the first study to jointly take into consideration government, corporate, and municipal green bond issuances. This thesis proposes a green bond market development index based on the assessment of the three green bond databases from Bloomberg Terminal (BT), Thomson Reuters Eikon (TRE), and the Climate Bonds Initiative (CBI). This index is subsequently used as the dependent variable of this thesis' statistical analysis. The statistical analysis, a multiple linear regression model, jointly assesses the relationship of bond and issuer, macroeconomic, and governance and regulation characteristics vis-à-vis green bond market development. The thesis' findings show that a country's level of economic development, corruption, bureaucratic and regulatory quality, as well as its bond and issuer ratings are significantly related to green bond market development across all green bond issuer classes. These findings highlight that green bond market development does not merely evolve as a function of a country's macroeconomic environment and that further variables such as institutional characteristics equally contribute towards explaining why some countries have a higher level of green bond market development than others.

Book excerpt: This paper studies the determinants of shifts in debt composition among EM non-financial corporates. We show that institutions and macro fundamentals create an enabling environment for bond market development. During the recent boom episode, however, global cyclical factors accounted for most of the variation of bond shares in total corporate debt. The sensitivity to global factors appears to vary with relative bond market size—which we interpret to be associated with liquidity and easy entry and exit—rather than local fundamentals. Foreign bank linkages help explain why bond markets increasingly substituted for banks in channeling liquidity to EMs. Our results highlight the risk of capital flow reversal in EMs that benefited from the upturn in the global financial cycle mostly due to their liquid markets rather than strong fundamentals.

Government officials had found a way to dramatically enhance the creditworthiness of local government debt without using sovereign guarantees. The technique, adapted in part from private sector 'future flow' financing deals, enabled a state or local government to earn significantly higher credit ratings for bond issues than for its normal balance sheet debt. Many other developing countries have turned to Mexico as a source of innovation that may have application in their own markets.
