The systematic development of the potential began with a survey of the Columbia River Basin by the US Army Corps of Engineers. Its subsequent report to Congress in 1931 recommended construction of a system of multipurpose dams of unprecedented size, difficulty, and expense. During the Great Depression, as part of President Roosevelt's efforts to remove men from relief roles, the federal government undertook to build two dams on the Columbia River following the Corp's master plan. They were completed in time to aid to the production of weaponry in World War II. Through the postwar economic boom, the government built more dams, distributing giant blocks of power to industry in a region whose economy until then had been mainly extractive. With a focus on the Pacific Northwest, this book treats of federal power in the dam-building era in America. The legacy of that era is conflicted. The hydroelectric development of the Columbia River Basin is incontrovertibly both one of the great technological achievements of the twentieth century and a massive incursion into nature. In keeping, this book discusses the development both from the side of engineering, the source of problems in the dam-building era, and from the side of nature, the source of problems in the era that succeeded it, the environmental. The Columbia River Basin is home to the country's greatest salmon runs, and dams have threatened their survival, even as nowhere else has so much effort and expense been directed to preserving them. Problems of power and of the environment have an urgency in today's world, and measures that address them are often contradictory. Grand Coulee was long recognized as an ideal place to store Columbia River water to irrigate the arid but fertile Columbia Basin. A dam was proposed as early as 1903, but opposition by Spokane private power interests and the cost of the dam delayed design and construction until the administration of Pres. Franklin D. Roosevelt. Roosevelt, a public power advocate, used the Grand Coulee Dam project to help put the unemployed to work. The result was the world's largest man-made structure, and also the world's largest power plant, costing more than $163 million and the lives of at least 72 workers. The dam powered production of aluminum, atomic weapons, shipbuilding, and much more, contributing mightily to America's victory in World War II. Postwar developments provided irrigation for 700,000 acres of farmland.

Book excerpt: Over the past dozen years, a number of large dams in the Pacific Northwest have been removed in an effort to restore riverine ecosystems and dependent species like salmon. These dam removals provide perhaps the best example of large-scale environmental remediation in the 21st century. This restoration, however, has occurred on a case-by-case basis, without a comprehensive plan. Yet the result has been to put into motion ongoing rehabilitation efforts in four distinct river basins: the Elwah and White Salmon in Washington and the Sandy and Rogue in Oregon. In all, nine significant dams have been removed, and four more -- in the contentious Klamath Basin of Oregon and California -- are slated for removal in within the next decade. This article surveys both the successful and proposed removals in to draw lessons both within and beyond the Pacific Northwest. We identify a number of factors that determine both the speed and success of dam removal efforts, including the availability of the federal licensing process under the Federal Power Act, the existence and organization of local opposition, the amount and sources of funding, and the support of federal and state resource agencies and well-positioned members of Congress. These factors suggest that the promised removal of the Klamath Dams as well as calls for removing the federal dams on the Lower Snake face significant odds.
