Book excerpt: State-owned enterprises (SOEs) combine economic activities resulting from their position on the market with non-economic functions determined by the state owner. In many of the world’s major economies, SOEs play an important role, and in some, such as China, India, Russia and Brazil, they are outright dominant. At the same time, the existence of SOEs is largely ignored by economic theory and the current figures on SOEs on a global scale available in the literature are questionable in terms of their methodological validity and thus they do not allow for a proper cross-country analysis. This book fills this research gap. It focuses on the scope and importance of SOEs in a broad group of the largest economies, primarily on a variety of quantitative estimates. It contains the results of an extensive and unique empirical study of 37 of the world’s largest economies over the period from 2009 to 2018. The findings showed that the average share of SOEs – measured by operating revenues and total assets – in the group of the largest 100 enterprises (Top 100) of a given country is nearly 30%, while in the Top 20 group it is even slightly higher. The authors present an econometric analysis showing the relationship between the scope of SOEs and the various economic and non-economic characteristics of the studied set of countries. The book also contains an in-depth discussion of selected key issues, such as the functions of SOEs in various types of economies, the role of SOEs in capital markets and the phenomenon of SOEs with foreign capital. This work is addressed to both academic economists, dealing with macroeconomics and economic policy, as well as researchers and analysts from various international organizations and think-tanks.

It challenges the dominant vision of "a powerful China in Africa", and argues that the so-called "Chinese business advantages" – monolithic Chinese state and Chinese low cost advantages, are non-viable for sustaining Chinese business development in the continent. Considering the Chinese SOEs globalization process in a relational approach, this book examines how the triple embeddedness (Chinese, African and managerial) shapes the Chinese SOEs globalization process over time and space, in diverse dimensions and among different entities – the Chinese state, Chinese SOEs, Chinese expatriates, the African government, African business partners, African staff, and the African society. It illustrates that the Chinese central state has "retreated" deliberately from its SOE globalization in Africa. The Chinese SOEs and Chinese expats are the major actors in initiating and inventing globalization strategies, facing limited Chinese state support and the African neopatrimonial governance and social contexts. Besides, the personal trajectories (from expatriation to social promotion) of Chinese SOE expats interweave with the globalization-turn-localization of their SOEs in Africa. Rejecting the linear, static and binary vision of "powerful China in powerless Africa", the present study thus emphasizes power dynamics in Chinese SOEs’ globalization process are organic and pluralistic though in certain extent hierarchical –"second-class". Time and local relations are key elements constituting the real Chinese advantages for Chinese SOEs vis-a-vis their ultimate competitors – not Western companies, but other Chinese companies.

To what extent do conditions of governance and politics matter? This book provides the most systematic exploration to date of these crucial questions at the nexus of politics and economics. Using quantitative data and interviews with investment promotion agencies, investment location consultants, political risk insurers, and decision makers at multinational corporations, Nathan Jensen arrives at a surprising conclusion: Countries may be competing for international capital, but government fiscal policy--both taxation and spending--has little impact on multinationals' investment decisions. Although government policy has a limited ability to determine patterns of foreign direct investment (FDI) inflows, political institutions are central to explaining why some countries are more successful in attracting international capital. First, democratic institutions lower political risks for multinational corporations. Indeed, they lead to massive amounts of foreign direct investment. Second, politically federal institutions, in contrast to fiscally federal institutions, lower political risks for multinationals and allow host countries to attract higher levels of FDI inflows. Third, the International Monetary Fund, often cited as a catalyst for promoting foreign investment, actually deters multinationals from investment in countries under IMF programs. Even after controlling for the factors that lead countries to seek IMF support, IMF agreements are associated with much lower levels of FDI inflows.

First, we cross-fertilize the international business (IB) and state-owned enterprise (SOE) literatures in their analysis of foreign investment behavior and introduce two arguments: the extraterritoriality argument, which helps explain how the multinational company (MNC) dimension of SOMNCs extends the state-owned enterprise (SOE) literature, and the non-business internationalization argument, which helps explain how the SOE dimension of SOMNCs can extend the IB literature. Second, we analyze how the study of SOMNCs can help develop arguments that extend five theories of firm behavior: the triple agency conflict argument in agency theory, the owner risk argument in transaction costs economics, the advantage and disadvantage of ownership argument in the resource-based view, the power escape argument in resource dependence theory, and the illegitimate ownership argument in neo-institutional theory.

Book excerpt: China's mercantilist approach towards international business and trade uses a two pronged strategy to promote China's state-owned enterprises (SOEs) at the expense of multinational companies (MNCs) doing business in China and other foreign countries. Within its borders, China uses the Anti-Monopoly Law (AML) and the Anti-Unfair Competition Law (AUCL) to pressure, harass, and intimidate MNCs. China uses the AML to coerce MNCs to transfer assets to SOEs, provide access to their advanced technologies to Chinese companies, and to protect famous Chinese brands from being acquired by foreign companies. China has also used the AUCL and various associated laws to crack down on commercial bribery by MNCs using dawn raids and other heavy handed tactics.Outside of its borders, China uses free trade agreements with its trading partners that do not contain provisions relating to workers' rights, the environment, and transparency in government. China's SOEs are also not being prosecuted for bribing foreign officials in exchange for business opportunities. By contrast, U.S.-based MNCs are subject to myriad restrictions on their conduct abroad by a complex set of federal laws, including treaties imposing obligations concerning workers' rights, the environment, and transparency. Bribery of foreign officials by U.S.-based MNCs is subject to intense scrutiny by U.S. authorities. China's lack of restrictions on SOEs allows them to do business abroad at lower costs and with almost complete freedom on how they wish to conduct their business activities. While China is slowly and quietly creating SOEs that will dominate international business, the international business community does not seem to have taken much notice and may not realize this development until China's SOEs become so powerful that there may little if anything that can be done to curtail their dominance.
