Book excerpt: This book examines multinational military forces in the Global South and their connections with the global diffusion phenomenon of multinational military cooperation. In the 21st century, three international military organizations with standing headquarters in the Global South have emerged in the field of military operations. These are the Southern Cross Peace Force in Latin America, the Africa Standby Force in Africa, and the Peninsula Shield Force in the structures of the Gulf Cooperation Council countries. Yet the scholarly literature on multinational operations has given little attention to these organizations and is mostly focused on the Western hemisphere, particularly on European military organizations. So far, military organizations led by peripheral countries in the Global South have been neglected in systematic and comparative analyses. This book seeks to address this gap and use a novel comparative framework to examine inter-organizational differences and similarities in these three important cases. It aims to provide a gateway for theoretical growth now and for future studies, in the Global South and elsewhere. The book demonstrates that, in a global field of military management dominated by standards and resources from central countries, the phenomena of organizational isomorphism and external dependence tend to interweave in the formation of multinational forces in the Global South. A common condition is analyzed through case studies: isodependence. From historical, critical, and postcolonial studies, the book explores how the epistemic autonomy to conduct such force models in the peripheries is constrained in the context of a security geoculture whereby specific attributions, knowledge, and security functions have been unevenly distributed in the modern world system. This book will be of great interest to researchers of military studies, security studies, sociology and conflict studies, and IR in general.

It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military coordination with other US Government departments and agencies during operations and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. In an alliance among states for the promotion of collective defense or security, such as the North Atlantic Treaty Organization (NATO), burdens have to be shared. This study looks at the experience of the United States and other member states of NATO in four situations of multinational military intervention - Lebanon, the Persian Gulf, the Balkans, and South Asia - and considers the implications of nuclear arms reductions and nonproliferation for the US and NATO. Each case study represents an important period in the distribution of power, interest, and values, amounting to more than a sequential consideration of incidents of military intervention and/or conflict prevention. These politico-military challenges include a major coalition war, a traditional peacekeeping operation, an exercise in peace enforcement, and a conflict that combines counter-insurgency and counter-terrorism with stability and security operations.

Book excerpt: The Army Vision recognizes explicitly that in future operations, Army forces will perform missions as part of a larger joint-combined- multinational force. Given the importance that Army doctrine places on coalition operations, and the capability gap between the U.S. Army and even the most sophisticated partner ground forces, it will be critical to take steps to increase multinational force compatibility (MFC) before any deployment. Preparing for such a future is one aspect of the Army's Title 10 functions, and it entails finding ways to enhance the long-term compatibility of its units with units of the most important and most likely coalition partners. The Army's international activities (IA), most of which enhance MFC, are the main vehicle for meeting this goal. This study's principal purpose is to help improve the Army's planning of its IA activities, in order to enhance the performance of ground forces in coalition operations across the spectrum of missions. This entails two key steps: (1) improve the organizational mechanisms to monitor and administer Army international activities, and (2) devise a long-term MFC plan.
