The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This book offers detailed examinations about how this potentially tense region of the world is redefining certain longstanding national interests, and shows how this shift is the result of changing power relations, the desire to protect hard-won economic gains, as well as growing trust in new processes designed to foster regional cooperation over regional conflict. The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. The 1982 United Nations Convention on the Law of the Sea and the Agreement relating to the implementation of Part XI of the Convention constitute essential instruments of the law of the sea governing a new maritime order for the international community. With its entry into force on November 16, 1994, the 1982 United Nations Convention on the Law of the Sea has virtually become the Magna Carta of the Oceans, or the Constitution for the Oceans. Testifying to its success is the number of Parties adhering to it, now totaling 132 States, including one international organization, the European Community. The world is entering the era of a New Maritime Order based on near-universal adherence to the United Nations Convention on the Law of the Sea. In the wake of the Convention's entry into force and its ratification by many States in Northeast Asia, a new maritime order is emerging in the region. The littoral States have enacted and promulgated new national legislation to incorporate the provisions of the UN Convention into their domestic legal order. The three littoral States China, Japan and South Korea concluded or initialed bilateral fisheries agreements based on the new concept of extended jurisdiction set forth by the UN Convention. The UN Convention will, however, present even more challenges than opportunities for the littoral States of Northeast Asia in their quest for a new maritime order. The maritime security situation in the region has been and will continue to be extremely volatile due to conflicting claims, disputed boundaries, unregulated pollution of the marine environment and widespread illegal activities at sea. The author has set the both pragmatic and ambitious aim of outlining the emerging maritime order in Northeast Asia. As a practitioner of the law of the sea who has participated in bilateral and multilateral negotiations on maritime affairs, the author sheds light on the new maritime order in the making at the international and regional levels. The author also delineates the main issues and disputes hindering the establishment of a new maritime order in the region and present policy options that could contribute to erecting a solid maritime order in the region by peaceful and cooperative means. Finally, the author presents a compilation of relevant legal texts, most of which were produced after the entry into force of the UN Convention, in the hope that this collection will prove useful for desk officers in charge of ocean affairs in promoting peaceful and constructive solutions for maritime issues in Northeast Asia. This work serves as a realistic analysis of the current law and State practice, as well as of the progressive development of the law of the sea and its codification in the wake of the entry into force of the 1982 UN Convention.

In Powerplay, Victor Cha draws from theories about alliances, unipolarity, and regime complexity to examine the evolution of the U.S. alliance system and the reasons for its continued importance in Asia and the world. Cha delves into the fears, motivations, and aspirations of the Truman and Eisenhower presidencies as they contemplated alliances with the Republic of China, Republic of Korea, and Japan at the outset of the Cold War. Unlike most of the literature that focuses on US non proliferation policy, this is a book about decision making in North Korea and the states survival in the face of daunting odds. It draws on extensive interviews with individuals in China, South Korea, Japan, Russia, and the EU who have had ample experience in and with North Korea, additional interviews with former US policy makers, and the results from two visits to the North. The author makes extensive use of archival materials from the Cold War International History Project, enabling a far fuller rendering of North Korean history than appears in most of the literature on the North Korean nuclear weapons issue.

Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.
