Book excerpt: The constraints on the use of force that the United States must accept when it participates in military operations under the aegis of an increasingly heterogeneous NATO call for a reassessment of the role that NATO plays in U.S. national security policy. This reassessment addresses the issue of whether the constraints on the United States' use of force embodied in NATO's mode of operation are worth the benefits derived from them. The multilateral modalities that have evolved in NATO are only a subset of the wide range of multilateral arrangements that could be suitable for the transatlantic community. An examination of these indicates that there may be alternatives to the current design of NATO that could retain the benefits of transatlantic multilateralism, while minimizing the constraints on U.S. military flexibility and effectiveness. This reevaluation of NATO's evolved structure and functioning is embedded in an appreciation of the standard benefits and costs of multilateral security commitments. The benefits include international and domestic legitimacy for U.S. military actions; influence over the actions of other countries and political movements; wartime and postwar burdensharing; easier access to the battlefield; and access to more intelligence. The costs include giving others, who may not share U.S. priorities or strategic calculations, a share in political authority and/or command over U.S. military operations; delays in undertaking actions that may be time-urgent; loss of secrecy; the politicizing of intrawar strategies and the distortion of war aims; and the complication of postwar reconstruction and stabilization tasks. The monograph also discusses how the changing international system affects the feasibility and desirability of working through NATO, the impact of military transformation on the United States' relationship with NATO, and the move toward a modular multilateralism within NATO.

Despite the fierce debate raging about it in government, society and the Academy, inadequate strategic understanding surrounds the issue, prompting the urgent need for —the first comprehensive systematic global analysis of 21st century state-initiated internal and external applications of brute force. Based on extensive case evidence, Robert Mandel assesses the short-term and long-term, the local and global, the military, political, economic, and social, and the state and human security impacts of brute force. He explicitly isolates the conditions under which brute force works best and worst by highlighting force initiator and force target attributes linked to brute force success and common but low-impact force legitimacy concerns. Mandel comes to two major overarching conclusions. First, that the modern global application of brute force shows a pattern of futility—but one that is more a function of states' misapplication of brute force than of the inherent deficiencies of this instrument itself. Second, that the realm for successful application of state-initiated brute force is shrinking: for while state-initiated brute force can serve as a transitional short-run local military solution, he says, it cannot by itself provide a long-run global strategic solution or serve as a cure for human security problems. Taking the evidence and his conclusions together, Mandel provides policy advice for managing brute force use in the modern world.

Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice.
