To understand immigration (legal and undocumented) and K-16 education in Asia, Europe, and the US is to situate both within the broader context of globalization. This volume presents a timely and poignant analysis of the historical, legal, and demographic issues related to immigration with implications for education and its interdisciplinary processes. Arguments based on theories of globalization, socialization, naturalization, and xenophobia are provided as a conceptual foundation to assess such issues as access to and use of public services, e.g., public education, health, etc. Additional discussions center around the social, political, and economic forces that shape the social/cultural identities of this population as it tries to integrate into the larger society. The long-term causes and consequences of global immigration dynamics, and the multiple paths taken by immigrants, especially children, wishing to study are addressed. Summary discussion concludes the volume as well as projections with respect to links between immigration and key national security and international policy issues. Education can and must play an important role in a world that is more global and at the same time more local than it was almost twenty years ago. This volume intends to serve as an ambitious guide to approaching the issues of immigration and education more globally.

Book excerpt: This conceptually rich and empirically grounded book draws upon expertise from a panel of emerging and established international scholars to explore the institutionalization and effect of multicultural education on a global scale. Previous studies of multicultural education have largely ignored the significance of understanding the combination of multiple sociopolitical influences on multicultural education in both policy and practice. Filling this void, this book sheds light on the two main reasons for taking a “glocal” perspective on multicultural education. First, children should be provided with meaningful learning opportunities to acquire the knowledge, skills, and attitudes necessary to live in a culturally and ethno-linguistically diverse society, where the distinction between the local and the global is becoming blurred. Second, understanding both the “global grammar” and the “local semantics” of multicultural education helps researchers and policy-makers grasp the whole picture of multicultural education as an evolving social construct and phenomenon. This new book provokes a new round of discussion and research to expand and enrich our inquiry into cultural diversity and educational inclusion.

Unlike the conservative groups in Western countries who argue that supporting cultural diversity and the cultural rights of minority groups balkanizes ethnic differences and divides the community, the New Rights and the conservative groups in South Korea have been very supportive of multicultural discourses and practices and have created many multicultural policy agendas geared toward ushering in what have they called "the multicultural era." Through the Critical Discourse Analysis (CDA) of government multicultural policy documents, a range of media sources, the 2009 national curriculum reform policy documents, and the 200 Korean language arts textbooks from 23 textbook publishers, Multicultural Education in South Korea: Language, ideology, and culture in Korean language arts education examines how the conservative Korean government’s interpretation and practices of multiculturalism have been infiltrated and challenged by progressive and migrant-led agents/agencies. Book excerpt: In South Korea, English is a language of utmost importance, sought with an unprecedented zeal as an indispensable commodity in education, business, popular culture, and national policy. This book investigates how the status of English as a hegemonic language in South Korea is constructed through the mediation of language ideologies in local discourse. Adopting the framework of language ideology and its current developments, it is argued that English in Korean society is a subject of deep-rooted ambiguities, with multiple and sometimes conflicting ideologies coexisting within a tension-ridden discursive space. The complex ways in which these ideologies are reproduced, contested, and negotiated through specific metalinguistic practices across diverse sites ultimately contribute to a local realization of the global hegemony of English as an international language. Book excerpt: In the half century after 1945, South Korea went from an impoverished, largely rural nation ruled by a succession of authoritarian regimes to a prosperous, democratic industrial society. No less impressive was the country's transformation from a nation where a majority of the population had no formal education to one with some of the world's highest rates of literacy, high school graduates, and university students. Drawing on their premodern and colonial heritages as well as American education concepts, South Koreans have been largely successful in creating a schooling system that is comprehensive, uniform in standard, and universal. The key to understanding this educational transformation is South Korean society's striking, nearly universal preoccupation with schooling-what Korean's themselves call their "education fever." This volume explains how Koreans' concern for achieving as much formal education as possible appeared immediately before 1945 and quickly embraced every sector of society. Through interviews with teachers, officials, parents, and students and an examination of a wide range of written materials in both Korean and English, Michael Seth explores the reasons for this social demand for education and how it has shaped nearly every aspect of South Korean society. He also looks at the many problems of the Korean educational system: the focus on entrance examinations, which has tended to reduce education to test preparation; the overheated competition to enter prestige schools; the enormous financial burden placed on families for costly private tutoring; the inflexibility created by an emphasis on uniformity of standards; and the misuse of education by successive governments for political purposes.

Book excerpt: This book aims to capture the complicated development of Korea from monoethnic to multicultural society, challenging the narrative of “ethnonational continuity” in Korea through a discursive institutional approach. At a time when immigration is changing the face of South Korea and an increasingly diverse society becomes empirical fact, this doesn’t necessarily mean that multiculturalism has been embraced as a normative, policy-based response to that fact. The approach here diverges from existing academic analyses, which tend to conclude that core institutions defining Korea’s immigration and nationality regimes—nd which, crucially, also reflect a basic and hitherto unyielding commitment to racial and ethnic homogeneity—ill remain largely unaffected by increasing diversity. Here, this title underscores the critical importance of “discursive agency” as a necessary corrective to still dominant power and interestbased arguments. In addition, “discursive agents” are found to play a central role in communicating, promoting, and helping to instill the ideas that create a basis for change on the road to remaking Korean society. The Road to Multiculturalism in South Korea will be of interest to students and scholars of Asian studies, immigration and migration studies, race and ethnic studies, as well as comparative politics broadly.
