This concept seeks to fulfill its purpose by accomplishing three objectives: (1) Describe the nature of irregular warfare, its emergence as the "warfare of choice" by our adversaries, and the strategic and operational opportunities and challenges of irregular warfare, (2) describe the importance of a comprehensive US Government approach to irregular warfare, and (3) describe the unique considerations required of commanders in planning, conducting, and responding to irregular warfare.

Book excerpt: This report provides study results, research, analysis, conclusions, and recommendations concerning doctrinal implications of Irregular Warfare (IW) as introduced/described in the 2006 Quadrennial Defense Review (2006 QDR) report and the subsequent Quadrennial Defense Review Irregular Warfare (IW) Roadmap. Specifically this study identifies current joint doctrinal treatment of IW and its aspects, to include content of ongoing revision efforts; identifies any joint doctrinal voids concerning IW and proposes courses of action for resolving identified voids; and identifies terminology implications/doctrinal issues related to IW. The study used a systematic approach by gathering pertinent information and then analyzing it in relation to IW. Thorough research and data collection was conducted on IW. Analysis centered on IW terminology and possible doctrinal voids and redundancies within the 10 IW activities (aspects) listed in the IW roadmap and, as a minimum, their associated joint publications (JPs). Conclusions were drawn regarding the doctrinal implications of IW. Finally, recommendations were made regarding the joint doctrinal treatment of IW and courses of action proposed for resolving identified joint doctrinal voids.

This anthology presents 27 articles on counterinsurgency and irregular warfare, particularly highlighting and examining the U.S. Marine Corps' roles in conflicts from 1898 through 2007. It also includes an extensive bibliography of works on these conflicts. Book excerpt: The United States is entering its seventh year of the Global War on Terror and continues to struggle with irregular war. As the Department of Defense's lead for Irregular Warfare (IW), U.S. Special Operations Command co-authored the Irregular Warfare (IW) Joint Operating Concept (JOC) Version 1.0 with the U.S. Marine Corps Combat Development Command in order to "outline a holistic U.S. Government and partner nation approach to IW." The concept establishes the need to integrate all instruments of national power in order to enable a joint force commander to successfully conduct a protracted IW campaign against state and non-state actors. The end state is a joint force with enhanced capability for IW and a balanced approach to warfighting. To succeed in IW the commander and staff need a campaign planning system that answers two primary questions: "How do you effectively focus on controlling or influencing populations?" and, "How do you measure your efforts in IW?" The answer maybe a "marriage" of an effects-based thinking with the concepts outlined in the new IW JOC. This thesis will analyze the potential of such a concept utilizing a case study of Special Operations Command Pacific's own effects-based approach to the War on Terror.

Book excerpt: U.S. Marines in Irregular Warfare: Training and Education is a brief history that recounts how the U.S. Marine Corps adapted to fight the Global War on Terrorism during 2000-10. The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. Book excerpt: This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy. The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.
