Thus we need new initiatives to foster upgrading of existing building and enhancement of land planning strategies. “Safe Home” scheme is aimed at increasing urban safety requirements against hazards under an advanced labeling approach. It provides a quantitative evaluation of building performance through an objective, reproducible approach, assessing risks at a land, urban and building scale. Aim of this rating system is to result in useful information to different users, like land planning decision makers, owners, purchasers, tenants or property and real estate managers.

These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction

Book excerpt: From the beginning of 21st century, there has been an awareness of risk in the environment along with a growing concern for the continuing potential damage caused by hazards. In order to ensure environmental sustainability, a better understanding of natural disasters and their impacts is essential. It has been recognized that a holistic and integrated approach to environmental hazards needs to be attempted using common methodologies, such as risk analysis, which involves risk management and risk assessment. Indeed, risk management means reducing the threats posed by known hazards, whereas at the same time accepting unmanageable risks and maximizing any related benefits. The risk management framework involves evaluating the importance of a risk, either quantitatively or qualitatively. Risk assessment comprises three steps, namely risk identification (data base, event monitoring, statistical inference), risk estimation (magnitude, frequency, economic costs) and risk evaluation (cost-benefit analysis). Nevertheless, the risk management framework also includes a fourth step, risk governance, i.e. the need for a feedback of all the risk assessment undertakings. There is currently a lack of such feedback which constitutes a serious deficiency in the reduction of environmental hazards. This book emphasises methodological approaches and procedures of the three main components in the study of environmental hazards, namely forecasting - nowcasting (before), monitoring (during) and assessment (after), based on geoinformatic technologies and data and simulation through examples and case studies. These are considered within the risk management framework and, in particular, within the three components of risk assessment, namely risk identification, risk estimation and risk evaluation. This approach is a contemporary and innovative procedure and constitutes current research in the field of environmental hazards. Book excerpt: The design of critical buildings must consider extreme load effects from earthquakes, wind and tornado, blast and impact, among others. Many hazardous loads—such as wind pressures, blast impulses, and projectile impacts—originate at the facade system and are transferred via connections to the main structural system and, ultimately, to the foundation; resilient design for such extreme loads requires controlling damage along this load path. This research proposes a multi-hazard facade system (MHFS) design methodology capable of achieving multiple performance objectives for all credible hazards while focusing damage to easily replaceable connectors, thereby reducing operational downtime and repair costs following an extreme event. This methodology is supported by fundamental mechanics and dynamics, nonlinear static and transient analyses at the component, system, and building levels, and quasi-static experimental testing of multi-hazard ductile connectors (MDCs). A probabilistic framework for critical blast scenario parameters is also proposed to promote performance-based blast design for critical infrastructure. Facade-frame interaction during blast scenario analyses suggest adequate performance of typical building frames with MHFS, while seismic analyses suggest interaction that is not necessarily detrimental to performance but should likely be considered during lateral force resisting system (LFRS) design. Analysis of perimeter frame column loss scenarios (which may result from a deliberate explosive attack) indicate the MHFS is capable of substantially supplementing the frame’s capacity to redistribute demands to prevent progressive collapse, and the design may be altered to achieve a target floor load. The proposed MHFS is believed to be a practical and effective approach for improving building performance considering extreme events for both new design and retrofit of existing buildings.
