Modernising the agricultural sector by building linkages to complementary non-agricultural activities - an - agricultural value chain - approach - could set in motion this process of structural transformation. Furthermore, given Myanmar's level of economic development, its large rural population and the weight of agriculture in the economy, a development strategy that puts agriculture and rural development at its core has the potential to make a significant positive impact for millions. This third report of the Multi-dimensional Review of Myanmar synthesises the findings and recommendations from the first two reports according to the following priorities as defined by stakeholders in Myanmar: supporting the agri-food sector's ability to respond to market demand for quality products; introducing innovative models of delivering extension services and training to upgrade agronomic and technical skills; providing the conditions for a vibrant financial system that meet the needs of rural areas; strengthening land rights; engaging citizens in the policy making process; and managing and maximising the benefits of emigration from rural areas.

Book excerpt: Myanmar is emerging from decades of military rule, central planning and economic isolation as it implements political and economic reforms and, as a result, faces fewer international sanctions. The country has great potential for rapid development due to its vast natural resources, abundant labour force and geostrategic location. To assist efforts, ESCAP and OECD conducted a multi-dimensional policy review of Myanmar from the end of 2012 in coordination with the Government of Myanmar. During the review, the lack of information on the business conditions on the ground was found to be a serious impediment to the development of appropriate polices. To address this, a joint business survey with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) was conducted, providing a rich dataset of 3 000 firms in all sectors and regions to help in understanding characteristics and the challenges they face. This publication explores the results in depth, in order to develop policies that address challenges and promote private sector development in Myanmar.

Book excerpt: The measures taken by the Government of Myanmar to contain the transmission of COVID-19 are a necessary and appropriate response. In-depth analysis of measures of this magnitude on firms, households, government, and the economy as a whole is key to the design of policy interventions that can mitigate the economic losses and support a sustained and robust recovery. The economic losses to Myanmar’s economy in 2020 due to the COVID-19 pandemic will be huge – a drop in production on the order of between 6.4 and 9.0 trillion Kyat – and likely will push the economy into a recession or lead to stagnant growth, at best, for the year. Although lockdown policies provide exemptions for most agricultural activities, linkages to other sectors indirectly affect the agri-food sector significantly. The agricultural sector is expected to contract by between 1.1 and 2.4 percent in 2020, and recovery will be slow. Closure of factories will have a large negative economic impact due to the strong linkage effects between manufacturing and upstream primary agriculture and downstream marketing services. Reopening the manufacturing sector is crucial for economic recovery in Myanmar.

Poverty has declined as household income has increased, and many important development goals in education and health have been achieved. In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.
