Book excerpt: Josephine Elizabeth Butler (1828-1906) was a Victorian era English feminist who was especially concerned with the welfare of prostitutes. She led the long campaign for the repeal of the Contagious Diseases Acts from 1869 to 1886. Josephine was very active in feminist movements. In 1866 she moved with her family to Liverpool and became involved in the campaign for higher education for women. In 1867 together with Anne Jemima Clough, Josephine was instrumental in establishing the North of England Council for Promoting the Higher Education of Women. However, she had also been very closely involved with the welfare of prostitutes; as a passionate Christian, she abhorred the sin, but she also regarded the women as being exploited victims of male oppression and she attacked the double standard of sexual morality. Josephine's most famous works include: The Education and Employment of Women (1868), Social Purity (1879), Mrs. Butler's Appeal to the Women of America (1888), The New Godiva (1888), Truth Before Everything (1897) and Native Races and the War (1900).

REGULATION 4OD (ISSUED MARCH 1918) The Order stated that " No woman who is suffering from venereal disease in a communicable form shall have sexual intercourse with any member of His Majesty's Forces, or solicit or invite any member of His Majesty's Forces to have sexual intercourse with her. "If any woman acts in contravention of this Regulation, she shall be guilty of a summary offence against these Regulations. "A woman charged with an offence under this Regulation shall, if she so requires, be remanded for a period (not less than a week) for the purpose of such medical examination as may be requisite for ascertaining whether she is suffering from such disease as aforesaid." l This was opposed by the Association for Moral and Social Hygiene on the ground that: (1) It was unequal between the sexes; (2) It created an offence incapable of proof; (3) It reintroduced the compulsory medical examination of women; (4) It encouraged the false idea that vice could be made safe; 1 This is quoted in full as an example of a modern return to the principles of the CD. Acts. (5) It exposed any woman to malicious denunciation by men of bad character. The Regulation was withdrawn as unworkable in November 1918. Book excerpt: In the mid-nineteenth century many parts of England and Wales were still subjected to a system of regulated prostitution which, by identifying and detaining for treatment infected prostitutes, aimed to protect members of the armed forces (94 per cent of whom were forbidden to marry) from venereal diseases. The coercive nature of the Contagious Diseases Acts and the double standard which allowed the continuance of prostitution on the ground that the prostitute 'herself the supreme type of vice, she is ultimately the most efficient guardian of virtue', aroused the ire of many reformers, not only women’s rights campaigners. Paul McHugh analyses the social composition of the different repeal and reform movements – the liberal reformists, the passionate struggle of the charismatic Josephine Butler, the Tory reformers whose achievement was in the improvement of preventative medicine, and finally the Social Purity movement of the 1880s which favoured a coercive approach. This is a fascinating study of ideals and principles in action, of pressure-group strategy, and of individual leaders in the repeal movement’s sixteen year progress to victory. The book was originally publised in 1980.
