Book excerpt: Gamal Abdel Nasser was arguably one of the most influential Arab leaders in history. As President of Egypt from 1956 to 1970, he could have achieved a peace agreement with Israel, yet he preferred to maintain his unique leadership role by affirming pan-Arab nationalism and championing the liberation of Palestine, a common euphemism for the destruction of Israel. In that era of Cold War politics, Nasser brilliantly played Moscow, Washington, and the United Nations to maximize his bargaining position and sustain his rule without compromising his core beliefs of Arab unity and solidarity. Surprisingly, little analysis is found regarding Nasser’s public and private perspectives on peace in the weeks and months immediately after the 1967 War. Nasser’s Peace is a close examination of how a developing country can rival world powers and how fluid the definition of “peace” can be. Drawing on recently declassified primary sources, Michael Sharnoff thoroughly inspects Nasser’s post-war strategy, which he claims was a four-tiered diplomatic and media effort consisting of his public declarations, his private diplomatic consultations, the Egyptian media’s propaganda machine, and Egyptian diplomatic efforts. Sharnoff reveals that Nasser manipulated each tier masterfully, providing the answers they desired to hear, rather than stating the truth: that he wished to maintain control of his dictatorship and of his foothold in the Arab world.

Algeria, Sudan, Jordan as well as Syria, Israel and Iran during the embattled 1950s and 1960s are the objects of this volume, which draws a much more complicated picture than one might expect. As a matter of fact, both the Cold War superpowers and their European allies proved constrained in their interventions to shape the political and economic dynamics of the region according to their own plans: on the contrary, Middle Eastern rulers enjoyed remarkable autonomy to achieve their goals, and fully exploited, in rhetorics and practice, the competition and rivalry which divided the industrial countries during the Cold War. The process of decolonization and the related construction of new patterns of national sovereignty and development were major issues at stake for both the Cold War camps and their postcolonial partners in the Middle East. Though peculiar, the region proved to be no exception to global trends. The so called “liberal” Fifties as well as the “radical” Sixties of the XXth century were times of great conflict and change, setting much of the institutions and patterns of development which lasted for three decades, at least, but also providing fresh opportunities for new social and politics groups to emerge and consolidate in power. In light of the current events in North Africa and the Middle East at large, this volume is a highly valuable contribution to the deeper and wider understanding of the region in itself as well as the patterns of its integration within the wider, global world

After delving deeply into social, cultural, economic aspects of the Pondicherry society, the study focuses on politics and the freedom movement as it developed there, using sources written in Tamil, English and French. But when the freedom movement gathered steam in British India, Pondicherry and its dependencies were caught between the ideas of joining the French Union, or the Indian Union. Goubert’s Socialist Party’s strategy had always been to safeguard French India’s special identity and interests. He and his party associates and supporters turned against the French offer to hold a referendum on the question of independence and decided to join the Indian Union, because Jawaharlal Nehru provided him a better guarantee to safeguard French Indian and Pondicherry interests. It was rather a very well planned move that took all his political adversaries including the French by surprise. Goubert actually won his battle without bloodshed, by accepting to bear a certain dishonor for that among the French. The French government finally chose to set aside the constitutional provisions of Article 27 of the French Constitution, which stipulated that no cession, or exchange or addition to the territories was valid without the consent of the concerned population. Thus, they disregarded the population of French India deliberately and scuttled out of French India. Earlier, they had given away the loges to India even without consulting the parliament or the people concerned, but now they threw overboard the French constitutional provision to disengage themselves from India permanently, after obtaining some weak guarantees for their cultural presence.
