He shows that we need both theory and history in order to comprehend the transition to modern economic growth. He appreciates that this transition was neither inevitable as many theorists argue nor entirely contingent as historical treatments often suggest. He argues that advice to present-day less developed countries should combine a general understanding of the process of transition with detailed analysis of the history and conditions of the country in question. He appreciates that it makes sense to speak of an Industrial Revolution while also recognizing that this was a gradual process that in turn built upon even more gradual changes in earlier centuries in the British economy. Less obviously but importantly he realizes that we can best understand economic growth if we recognize the limitations of each scholarly approach in order to integrate the best of these. There is at present no satisfactory explanation of the inception of modern economic development; an excessive focus on either pure theory or on unique histories limits the explanatory power. This book realises the need to integrate the two approaches, moving beyond the proximate causes of economic theory to review the role in an analytic narrative of significant ultimate causes geography, risk environments, human capital, and institutions. Colin White distils the conclusions of a vast literature, drawing from economics, economic history and business and management, exploring economic theory, demonstrating limitations and highlighting alternative approaches. Particular attention is paid to the appropriate role of innovative entrepreneurs and of government, and three case studies illustrate how to build an analytic narrative. Book excerpt: Economic development and the environment are presumed to be in conflict, but the latter part of the twentieth century experienced a series of economic changes that increasingly questioned this view. Economic activity became more footloose and the ability to attract productive labor became a prominent regional development concern. Consequently, environmental amenities began to have a larger role in determining the patterns of regional growth and development, and subsequently moved to the forefront of current regional economic development thought and practice. Environmental amenities provide non-pecuniary benefits to area residents, and induce in-migration flows to regions that possess high levels of environmental amenities. The attraction is particularly strong for those individuals with higher incomes and wealth. The combined forces of increased demand for environmental amenities and increased spatial flexibility of production has brought environmental amenities to the forefront of current regional economic development thought and practice. Regional economic development policy needs to consider the tradeoffs of attracting firms or people, which requires an understanding of the role the environment plays directly or indirectly in attracting firms and households. This book presents key papers that explore the role of the natural environment in regional economic development. The papers contain critical insights and information for both researchers and practitioners interested in the nexus between environmental amenities and regional economic growth and development. The book covers varied dimensions of this issue, including: the relative importance of amenities in recent variation in regional growth; the role of local infrastructure in promoting amenity-led development; socio-economic distribution concerns and sustainability of amenity-based growth; and the effects of local environmentally protected areas on other economic activities. Book excerpt: Disparities between the economic development of nations have widened throughout the twentieth century, and they show no sign of closing. In the nineteenth century, the economic potential of developed countries was three times that of the rest of the world. Today the gap is twenty times greater, and the trend is increasing. In this provocative reexamination of theories of accelerated development, or "catching up," Vladislav L. Inozemtsev traces the evolution of thinking about how countries lagging behind can most swiftly move forward, and assesses their prospects for success in this effort. Inozemtsev reviews the experience of the Soviet Union, as well as the recent experience of Japan, China, and Southeast Asia. He finds that those countries that have moved forward most rapidly have successfully adapted new technology to old processes. But even then, they face daunting odds, as they grapple with the need to change their population's ideas and behavior. And in the 1990s, their rates of development have noticeably declined. "Catching Up" assesses prospects for successful application of theories of accelerated development in the global economy. Inozemtsev's pessimistic conclusion is that rapid industrial progress is not achievable in the information society of the twenty-first century. Inozemtsev reaches this conclusion after reviewing theories of accelerated development thinking from the diverse viewpoints of the 1940s and 1950s, to the more intensive ideological polarization of the 1960s. Inozemtsev believes it will be impossible for non-Western nations to "catch up" with the West because of their inability to generate or control information and knowledge.
