Before it was over, three West Virginia counties were in open rebellion, much of the state was under military rule, and bombers of the U.S. Army Air Corps had been dispatched against striking miners.The origins of this civil war were in the Draconian rule of the coal companies over the fiercely proud miners of Appalachia. It began in the small railroad town of Matewan when Mayor C. C. Testerman and Police Chief Sid Hatfield sided with striking miners against agents of the Baldwin-Felts Detective Agency, who attempted to evict the miners from company-owned housing. During a street battle, Mayor Testerman, seven Baldwin-Felts agents, and two miners were shot to death.Hatfield became a folk hero to Appalachia. But he, like Testerman, was to be a martyr. The United States has pledged to the world community a reduction in greenhouse gas emissions by 26–28 percent below 2005 levels in 2025. Because much of this reduction must come from electric utilities, especially coal-fired power plants, coal states will make or break the U.S. commitment to emissions reduction. In Climate of Capitulation, Vivian Thomson offers an insider's account of how power is wielded in environmental policy making at the state level. Thomson, a former member of Virginia's State Air Pollution Control Board, identifies a “climate of capitulation” in state government—a deeply rooted favoritism toward coal and electric utilities in states' air pollution policies. Thomson narrates three cases involving coal and air pollution from her time on the Air Board. She illuminates the overt and covert power struggles surrounding air pollution limits for a coal-fired power plant just across the Potomac from Washington, for a controversial new coal-fired electrical generation plant in coal country, and for coal dust pollution from truck traffic in a country hollow. Thomson links Virginia's climate of capitulation with campaign donations that make legislators politically indebted to coal and electric utility interests, a traditionalistic political culture tending to inertia, and a part-time legislature that depended on outside groups for information and bill drafting. Sometimes they died by the dozens in fiery explosions, but more often they died alone, crushed by collapsing roofs or runaway mine cars. Many old-timers in coal-mining communities and even some historians haveøblamed the high fatality rate on ruthless coal barons exploiting miners in the single-minded pursuit of profit. The coal industry preferred to blame careless miners. James Whiteside looks beyond those charges in seeking to explain why the western coal mines were (and, to some degree, still are) dangerous and why territorial, state, and federal laws failed for so long to make them safer. Regulating Danger is the first extended study of the coal-mining industry in Colorado, New Mexico, Utah, Wyoming, and Montana. It exceeds the scope of traditional labor history in focusing on working conditions and the problems of workers instead of unions and strikes. After examining the inherent physical dangers of the work, Whiteside shows how the interplay of economic, social, and technological forces created an envi-ronment of death in the western coal mines. He goes on to discuss evolving industrial and political attitudes toward issues of responsibility for mine safety and government regulation and the fundamental changes in the industry that brought about safer working conditions.
