Rollason looks at what social scientists gain—and lose—by abandoning the assumption that power is a universal feature of human social life. Through an ethnographic account of the lives and livelihoods of motorcycle taxi drivers in Kigali, Rwanda, Rollason depicts how forms of personhood can sit uneasily with conventional accounts of power relationships. From the motorcyclists’ everyday dealings with the police and each another to the regulation of their businesses at large and the Rwandan constitution, Rollason depicts the need for varied concepts of power. By allowing concepts of power to proliferate, the social sciences lose the political capacity to engage in questions of justice and make common cause with the oppressed, but gain the ability to rethink what it means to act politically and meet the challenges of a swiftly changing world. With the current dire economic state, Cameroonians increasingly aspire to go abroad to make a living. Migrants achieve this through a collective (family) strategy and with the help of migration brokers. Relations between migrants and the family that stays in Cameroon can be characterized as follows: Families raise and educate their children to become adults. In return to giving their children the “gift of life”, families expect reciprocity, best secured through economic success abroad and the sending of remittances by migrants. As families in Cameroon heavily contribute to the funding of migration trajectories, often by selling properties such as land or houses or borrowing money, they also expect a return on their investments. All that constitutes this study explores under the notion of the moral economy of transnational remittances. In this study, remittances are understood to be a composite of financial, material, and cultural flows—maintaining and transforming social and kinship ties. The book proposes also a large exploration of themes in relation to transnational migration: why and how Cameroonians migrate (the role of the operational family in terms of decision and funding; the role of migration brokers through the identification of “lines” and the provision of the necessary papers); the moral justification for migration; the ways social relations and customs are changed by status gained through migration; the ways people explain the failure of migration projects, the difficulties to stay abroad; the matrimonial strategies to go and stay abroad. This is an empirically rich and theoretically sophisticated study that takes thinking on transnational migration informed by African strategies and experiences a step further.

Book excerpt: This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.
