Drawing on qualitative interviews with a diverse set of actors, Yılmaz explores the actors’ subjective interpretations of the reform, the discourses and strategies they used to influence the reform, and the changing healthcare politics scene. He demonstrates that the reform has been a complex political process within which actors negotiated whether and to what extent healthcare remains a citizenship right or a commodity. Revitalizing Health for All examines thirteen cases of efforts to implement CPHC reforms from around the globe including Australia, Brazil, Democratic Republic of Congo, Iran, South Africa, and more. The findings presented in this volume originate from an international action-research set of studies that utilized triads of senior and junior researchers and knowledge users from each country’s public health system. Primary health care reform is an important policy discourse both at the national level in these countries and in the global conversations, and this volume reveals the similarities among CPHC projects in diverse national contexts. These similarities provide a rich evidence base from which future CPHC reform initiatives can draw, regardless of their country.

Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

This study explores the roots, dimensions, character, and evolution of the problem, offers a range of approaches to a resolution of the conflict, and draws broader parallels between the Kurdish question and other separatist movements worldwide.

Drawing from conflict resolution theories, this book investigates the transformation of key conflict actors and changes, over time, in their approach to the main conflict issues. Moreover, Arin Y. Savran expands the concept of conflict transformation to encompass the ideological transformation of a movement as a result of a rigorous and deep intellectual epiphany on the part of the political leaders—a phenomenon that is unusual and little is known about, making it all the more relevant to include in future theoretical approaches in peace process studies. Methodologically, she rethinks conflict transformation/resolution approaches to focus on shifts in beliefs and relationships that occur prior to a peace process or the start of peace negotiations, when often much focus on peace processes is on the post-agreement phase. This book is among the first comprehensive, scholarly accounts to date (in the English language) that analyzes the Kurdish peace process.

Book excerpt: Clientelism and Implementing Social Security Programmes in Post-conflict Iraqi Kurdistan Region investigates social policy in a politically less-developed entity, and examines the mainstream top-down and bottom-up models of policy implementation in light of a detailed study of the Kurdistan Regional Government. In addition, it introduces the innovative “clientelistic model of policy implementation”, a political and preferential tool which utilises a public/nationalistic dichotomy in social welfare provision. The book argues that politicians in the Kurdistan region deal with social policy programmes according to their political preferences, attaching importance to policies on the basis of the way they feel about those social programmes and interest groups concerned. As such, as it stands, policy implementation is subject to interference by politicians and high government officials under the pretext of supporting and monitoring the way such policy is implemented. Through an investigation of the most prominent actors in the implementation of social security programmes, this book demonstrates how beneficiaries of these programmes can themselves become focal points in the implementation process. Indeed, within the Kurdistan Regional Government’s social policy context today, the benefits of social security schemes are being distributed based on the socio-political status of recipients, not on their socio-economic conditions and needs.
