Book excerpt: Why does management encounter people problems whenever organizations attempt to change? Green and Butkus say this occurs because organizations overlook one of the most critical problems of change: how employees react it emotionally. Change is not about work processes or information systems alone. It is also about what people believe and feel—emotions such as anger, anxiety, confusion, and fear. Yet managers are usually unaware of these things,and those who are aware usually lack skills to manage these emotions effectively. They tend to rely on traditional incentive systems, which usually do not work. What does work? The one approach that has been applied consistently with positive results is Green's belief system of motivation and performance. Green and Butkus show how the belief system helps to bring negative feelings and convictions to the surface. They provide ways to identify the underlying emotional problems and find effective solutions. The belief system works, say the authors, because it goes directly to the source of the problem—employees themselves—to discover why motivation and performance problems occur and what can be done to solve them. This book describes applications of the belief system in a variety of work situations, including a recent effort at organizational transformation with AT&T's Business Communications Services (BCS) Division. It outlines in detail the process that BCS used to implement the belief system, starting at the highest management levels and cascading down to the organization's front lines. With a clear exposition of the belief system's theoretical underpinnings and nuts-and-bolts methods, Green and Butkus provide executive decision makers and planners throughout the organization with critical insights into the pitfalls in the implementation process and workable guidance on how to avoid them.

But coordination alone does not suffice: employee motivation is indispensable since a motivated staff with a high degree of commitment to the company is crucial for success. Especially the front-line people, who represent the company in the direct contact to the customer, should not only be well organized but also highly motivated in order to deliver an outstanding service, to put across the right image and to leave a good mark, so that the satisfied customer decides to return and to recommend the company to others. In order to understand people’s needs, expectations and driving forces, the complex studies of motivation have established various theories over the past decades. However, drawing the right conclusions from theories which seem to be suitable in particular work situations, and effectively applying the results is very challenging for the manager in charge. This job becomes even harder in times of organizational change, when uncertainties exist among employees, which might easily result in low employee motivation. Employees’ fear of and resistance to change is one of the major problems when it comes to organizational change and motivation. Still, this difficult situation of organizational change can become even more challenging, namely in times of severe crisis when a company’s survival is heavily threatened.

The Manpower and Personnel Integration (MANPRINT) program is a major military system procurement initiative adopted by the Army to focus on the needs and capabilities of the soldier. This program is unique in that it integrates six areas of user concerns which include human factors engineering, manpower, personnel, training, health hazards, and system safety throughout the development cycle of Army materiel. Even though MAN PRINT was developed for Army systems, the philosophy and techniques used in this program extend well beyond military systems used by soldiers. It can be applied to all products and systems used by people such as automobiles, airplanes, boats, control rooms, automated manufacturing, telecommunications, computers, and medical equipment. Interestingly, the impetus for MAN PRINT came from the senior managers who buy these systems. During the early and mid-1980s, two Army generals, M. R. Thurman and R. M. Elton, who served successively as the Deputy Chief of Staff for Personnel, were instrumental in fostering MANPRINT development. By the end of the 1980s, this program was integrated throughout the standard procurement system of the Army. The formal statement of acquisition policy is contained in Army Regulation 602-2.
