Available in PDF, EPUB and Kindle. Book excerpt: The within-firm gender wage gap plays an important role in understanding the overall gender gap in the labor market. This paper describes how parenthood is associated with the within-firm gender gap using a unique personnel dataset from a large Chinese company. We find that the wage gap is small in the early stages of careers and becomes more evident when female employees get married. The wage gap peaks at childbirth, returning to the pre-pregnancy level ten months afterwards. Following this stage, the wage gap gradually widens and persists. Whereas the short-term peak around childbirth can be explained by female employees' reduced working hours, the long-term trend is caused by women's concentration in lower-level jobs. Our study highlights the importance of internal gender segregation in understanding gender wage differentials.

It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Book excerpt: We present a simple dynamic model based on on-the-job human capital accumulation affecting the dynamic of wage rates and labor earnings. We show how these dynamics are determined by the interplay between the supply and demand sides of the labor market. The model can generate and explain the different dynamics of women's earnings after childbirth documented in the empirical literature on child penalties. We show that the temporary negative shock in labor supply due to childbearing may create a wage trap and a permanent divergence of labor earnings between genders. Even when the wage trap is avoided, and working mothers are on a path toward a high-wage equilibrium, slow convergence can permanently lose earnings. We use this model to study the impact of different policies on the gender wage gap and child penalties. We show that mandatory maternal leave exacerbates the shock which pleads against long leaves. Similarly, cash transfers to mothers via the income effect on labor supply aggravate gender wage differences. By contrast, temporary subsidies to mothers' wages (possibly in the form of Income Tax Credits) are not only useful to exit the wage trap, but also to speed up recovery and reduce the child penalty when the shock in labor supply is small enough to avoid the wage trap. Other family policies, like formal childcare subsidies and in-kind provision of formal childcare, are potentially useful because they reduce the mothers' cost of labor supply, but they affect mothers' choices only indirectly.

The analysis shows that the sex-related wage premiums at the firm level account for almost all the portion of the gender wage gap that is not explained by observed personal characteristics. It is found that firms which have a larger pay gap between men and women are more likely to operate in the market with fierce competition, subject to a hard budget constraint, adopt piece rates, and have a lower degree of employees' influence.

A comparison of gender wage differentials and discrimination among individuals employed in the three sectors - state sector, the collective sector, and the private sector - provides information on the impact of economic reform. Two Chinese data sets from Shanghai and Jinan are used to examine the gender wage gap across the three sectors. It is found that privatization/marketization of the economy leads to larger wage differentials as human capital characteristics are more appropriately rewarded. Both data sets show that the relative share of discrimination in the overall gender wage differential declines substantially across ownership sectors from the state to the private. The increase in gender wage differential due to marketization is much larger than any increase in differential that may arise from more gender discrimination.

The analysis of how individuals obtain and are paid for their skills is fundamental to labor economics. The basic idea of human capital theory is that workers and firms invest in workers' skills in order to increase their productivity, much as persons invest in financial or physical assets to earn income. Workers develop many skills through formal education not tied to an employer, but an important part of their skills are learned on the job. On-the-Job Training focuses on recent literature including empirical research using direct measures of training and theoretical papers inspired by findings from this empirical work. The authors presents a theoretical model showing that costs and returns to general human capital may be shared if training increases mobility costs, if there are constraints on lowering wages, or if there is uncertainty about the value of training at competing employers. This model analyzes the choice of the amount of training, emphasizing the influence of whether the employer can commit to training prior to employment. In addition, the model implies that firms will attempt to match low-turnover workers with training opportunities, which is supported by the empirical literature.

Book excerpt: This paper identifies five key issues that are important for the continued efforts to tackle gender inequality: (i) gender inequality needs to be distinguished from gender gaps. Not all gender gaps necessarily reflect gender inequality as some gender gaps are not driven by the lack of equal rights, responsibilities and opportunities bywomen and girls, and this has important implications on policy designs to address gender inequity. However, the literature has paid little attention to this issue, often using gender inequality and gender gaps interchangeably; (ii) the evolving focus of gender inequality suggests there is still a long way to go to fully address gender inequality. Particularly gender inequality is taking more subtle and implicit forms, though the social and economic benefits from addressing the remaininggender inequality is still likely to be substantial; (iii) addressing gender inequality benefits everyone, not just women. Thus, the entire society should work together, even for each individual’s own interest; (iv) both general policies and targeted gender policies can help address gender inequality.However, as gender inequality becomes more subtle and implicit, targeted gender policies will likely need to play an increasing role, which also makes separating gender inequality from gender gaps all that more important; and (v) addressing gender inequality does not need to start with policies targeted at its root causes, but needs to end with eliminating the root causes. Only then, any remaining gender gaps would only reflect preference and comparative advantage between men and women. The paper concludes by discussing gaps in the literature and policy challenges going forward.
