Apostol The Prime Number Theorem Among the thousands of discoveries made by mathematicians over the centuries, some stand out as significant landmarks. One of these is the prime number theorem, which describes the asymptotic distribution of prime numbers. Moscow showed amazing persistence in their relationship with the "cornerstone of European security." Their approach to the treaty was a genuine attempt to shape the security environment in Europe and the former USSR. The treaty also enabled the dismantling of large conventional forces as they returned from Eastern Europe and transitioned into the armies of the newly independent states of the former USSR. The CFE Treaty, though, proved ineffective at constraining the enlargement of NATO. Simultaneously, Moscow’s foreign and security policy evolved from one that focused on the domestic development of the country to that of a more confident state reasserting itself as a great power. Drawing extensively on primary sources and analyses by Russian authors, this book employs two historical narratives, case studies, and a conceptual framework to show that while Moscow remained engaged with the CFE Treaty, undesired effects on Russia’s national interests gradually accrued at the expense of desired ones, leading Vladimir Putin to withdraw Russia from the treaty as an act of de-coupling from the "collective West." This book is relevant to scholars and policymakers who want to understand Russia’s approach to arms control as an element of military security.

Book excerpt: Zhand Shakibi presents a new interpretation of the political and social dynamics of the last decade of the Shah's rule that challenges the binary view of pro-West Shah and anti-West Ayatollah by drawing attention to the Pahlavi state's reaction to the intellectual and societal backlash against cultural and moral Occidentalism in its last decade. Revising the dominant historiography of the Pahlavi ideological and discursive approach to the West, this book draws attention to the changes in the attitude of the Shah, the Empress and state intellectuals towards the position and imagery of the West in state conceptions of the authenticity of Iranian national culture and identity. Drawing on a wide-range of primary sources, Shakibi presents the multi-faceted relationship of the Pahlavi state to the West and the institutions that were created to manage this such as the Rastakhiz Party. This study argues that the Pahlavi state, having recognized this backlash, attempted to limit the threat to its legitimacy by reformulating intellectual discourses of anti-West Occidentalism and incorporating them into the ideology of the Rastakhiz Party. In so doing it played a critical role in exacerbating societal sensitivities about the spread of Western influences.

Perestroika, it was widely believed, must succeed in agriculture before permanent change could be affected elsewhere in the Soviet economy. But Soviet agriculture had so far remained stubbornly inefficient and resistant to change. In this book Stefan Hedlund investigates the reasons for this state of affairs. The author gives an account of the emergence, development and performance of private agriculture in the Soviet Union. In particular he describes the essentials of the peculiarly Soviet hybrid of private and socialized agriculture. He places the private sector within the broader framework of Soviet agriculture. He saw Soviet agriculture as a ‘Black Hole’, ready to absorb any resources that came near, be they private plots, urban gardens, factory workshops or military units. Hedlund also examines the impact on the peasants as producers of decades of negative ideological pronouncements in Party propaganda, and of discrimination and at times outright harassment by local officials. He points out that this background makes the prospect of any positive response from the peasants to Gorbachev’s call for perestroika in agriculture extremely unlikely.
