The country is faced with the challenging task of meeting rising local demand while keeping its import bill under control. Against this backdrop, Morocco is pursuing an ambitious, costeffective energy transition aimed at endowing the country with a sustainable, competitive and secure energy sector. This paper assesses the achievements and constraints facing the Moroccan energy system with a focus on the power sector, which is responsible for the transformation or production of more than half of the country's primary energy. It also dwells on existing policies aimed at integrating the Moroccan energy market into the regional and Euro-Mediterranean energy systems by exploiting its strategic position at the crossroads between the Atlantic Ocean and the Mediterranean Sea.

Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

At the request of the World Bank Group, this study was launched having 3 main objectives: An analysis of the current characteristics of energy supply and demand, the assessment of the energy strategy of Morocco for the coming years, and then a development of an alternative energy scenario with low carbon energies. Beicip-Franlab has established a detailed energy balance of Morocco on the basis ofMoroccan and international studies already conducted on the energy sector of Morocco as well as on well known databases like IEA ones.For the period 2009-2030, Morocco has defined an energy strategy which was presented during the first Assises de l Energie organized in March 2009. An assessment of this strategy considering both energy and environmental criteria will be presented in order to be compared with the business as usual scenario.Finally an alternative scenario is proposed. Based on an intensive introduction ofrenewable energy (RE) and energy efficiency (EE), this scenario would permit a great exploitation of the available RE potential in Morocco, and particularly its wind power potential. In November 2009 after the present report is finalized, Moroccan authorities presented a solar power plan which increases its renewable energy target in 2020, making solar energy target comparable to its wind energy target.A quick review of this new solar plan is presented at the end of this report.

Book excerpt: Morocco charted its own distinctive path of power sector reform. It selectively introduced private sector participation for generation capacity expansion and electricity distribution, while retaining a strong, state-owned and vertically-integrated national power utility operating as a single buyer at the core of the sector. Until recently, the country eschewed an independent regulatory entity. The power sector has been guided by strong top-down policy mandates that have served to align the disparate actions of political parties and sector institutions. Ambitious targets for electricity access, liberalization, and renewable energy investments were conceived as an integrated approach to contribute to economic development by relieving fiscal pressures, reducing external dependence on fossil fuels, and positioning the country as a regional leader in renewable energy. The results have been impressive. Since 1990, Morocco has more than tripled its power supply, while growing renewable energy to account for one-third of the total and relying on the private sector to supply just over half of the electricity generated. Rural electrification has accelerated rapidly from 18 percent in 1995 to virtually 100 percent in 2017. While operational efficiency has been broadly adequate, performance has fluctuated over time. Moreover, the sector's achievements through this selective approach to reform have come somewhat at the expense of the financial viability of the incumbent utility, the National Office for Electricity and Water (ONEE), which has suffered from lack of cost-reflective tariff-setting and an array of entrenched cross-subsidies. Other vulnerabilities include the continued but declining dependence on electricity imports, external price volatilities of imported fossil fuels, and a territorialized electricity distribution model that could be disrupted by grid integration of renewable energy.
