Book excerpt: "The Arab Spring protest movements in the Middle East and North Africa, ignited socio-political protests in the Kingdom of Morocco, threatening domestic stability. Morocco considers terrorism its greatest security concern. Extremists appeal to Moroccan nationals to commit attacks inside the country and abroad using sophisticated and high technology radicalization process. In addition, the ongoing chaos in the MENA region has increased terrorists' capability to recruit among Moroccans, as they seek to expand their activities inside the Kingdom. The perception of terrorism as a common dominator to MENA countries hinders economic growth in both Morocco and the region. Nevertheless, the Kingdom is still considered as a terror-free country, an exception in the region, thanks to its efficient and comprehensive counterterrorism program combining an efficient security strategy, a promising human development program, as well as a strict control of religious affairs. This paper covers not only the Moroccan government's use of force and material barriers, and its attention to the grievances of the unemployed and alienated youth, but also its programs to counter-act the ideology of radicals and terrorists. The discussion of the counter-radicalization campaign demonstrates the value of the Moroccan approach. This paper deserves recognition for its thorough consideration of the Moroccan counter-terrorism strategy. It acknowledges the past failures and continuing problems facing the Moroccan government."--Abstract.

One of the primary reasons for this is that a historical introspection for any country, or its people, that has been confronted with a conflicting past can only be described as 'sensitive'. In addition to international developments and challenges, domestic circumstances predominately fuel domestic terrorism. It will therefore be a mistake to assess the threat of terrorism in any country in historic isolation. This is particularly true when one tries to assess and understand the 'renewed' threat of terrorism in Algeria, Morocco and Tunisia. This monograph will attempt to place the threat and implication of the name change announcement of the Salafist Group for Combat and Preaching (GSPC) to al-Qa'eda in the Land of the Islamic Maghreb (AQLIM) in context, with the primary focus on events in 2007. The name change in itself implied that the original domestic group had transnational ambitions, but what influenced this development and what would the consequences be? Although this development led to immediate and extensive international interest in the Maghreb, it became clear that most assessments focused on the now, without appreciating the historical complexities that ultimately led to this development.
