The contributions remain centrally concerned with moral reasoning about important decisions taken by key statesmen in times of war, peace, and transformation, arguing that national leaders—including realists—have always concerned themselves with normative constraints on power, both their own and that of others. This book posits that the problems of ethics in international relations are always conditioned by uncertainty, actors' inexact knowledge of real-world conditions, and morally ambiguous outcomes. Contrary to the course assumptions of much IR theory, individual leaders remain the major conduit by which ethical concerns are deployed or ignored in the foreign policy of states. The principle of military necessity is well-understood in the manuals of modern militaries and is recognized in the war convention. It is the idea that battlefield commanders should make every effort to win on a local battlefield, within legal means, and using proportionate and discriminating weapons and tactics. Every legal textbook on war includes military necessity as a foundational principle within the jus in bello (ethics of fighting war) alongside principles of proportionality and distinction, and it is taught in every Western military academy. Even the International Committee of the Red Cross lauds the concept as a cardinal principle of warfare. However, unlike legal scholarship, pick up a book by almost any just war thinker in philosophy, theology, or the social sciences, and the concept is missing altogether. This volume returns military necessity to just war thinking and lays out the argument for doing so. Each contributor taps into one of the many dimensions of military necessity, such as its relationship to jus ad bellum (ethics of going to war) categories (e.g. right intention), its relationship to jus in bello categories, or its application in foreign policy and military doctrine. Case studies in the book point out the practical moral dimensions of military necessity in cases from the targeted killing of terrorists to battlefield decisions that led to the use of the atomic bomb at Hiroshima. Book excerpt: Leaders have used economic power as a tool of foreign policy since at least Pericles, whose trade sanctions against Megara helped to spark the Peloponnesian War. But as Cécile Fabre notes, philosophers have spent relatively little time thinking about the relevant ethics, especially compared with the time they have spent thinking about the ethics of war. Yet the moral questions raised by the use of economic statecraft are significant and complex. Fabre deploys a cosmopolitan theory of justice and the theory of justified harm to answer these questions, and concludes that political actors are morally entitled to resort to economic sanctions and conditional aid, but only as a means to protect human rights, and so long as the harms which they thereby inflict are not out of proportion to the goods they bring about. Moreover, they are morally entitled to resort to conditional lending and conditional debt forgiveness, not just with a view to protect human rights, but also, under certain conditions, to pursue other non-wrongful political goals.--
