It brings together Member States, industry, other stakeholders and WHO to implement a global approach to pandemic influenza preparedness and response. The Framework includes a benefit-sharing mechanism called the Partnership Contribution (PC). The PC is collected as an annual cash contribution from influenza vaccine, diagnostic, and pharmaceutical manufacturers that use the WHO Global Influenza Surveillance and Response System (GISRS). Funds are allocated for: (a) pandemic preparedness capacity building; (b) response activities during the time of an influenza pandemic; and (c) PIP Secretariat for the management and implementation of the Framework. This report presents overall success metrics and infographics to illustrate progress in PIP Framework implementation. A progress report is published four times a biennium, and covers technical and financial implementation for the PIP PC High-Level Implementation Plan II (HLIP II), as well as the PIP Secretariat. Milestones are reported every six months and indicators are reported yearly. All data are presented cumulatively from the beginning of each biennium, in this case, 1 January 2020.

The Bronx was one of the hardest hit boroughs of New York City, with significant negative impact of the COVID-19 pandemic on its indigent population. SBH Health System (formerly known as St. Barnabas Hospital) is an integrated system of an acute care hospital, ambulatory care center, trauma center, dialysis center, stroke center and other services and facilities, serving the community of the Bronx. The story of SBH in preparing for and managing the rapidly escalating surge of severely ill patients is a treasure of lessons in health crisis preparedness and management at all levels: clinical, administrative, financial, etc. These lessons can be used for other acute care hospital settings and other potential health crises that may arise in the future. Within a short 3 weeks, SBH increased its in-patient capacity by 50%. However, during the same short time, it increased its critical care capacity by over 500%, providing critical care to severely ill patients on ventilators. This book chronicles the situation step by step and describes how this accomplishment was done. Accounts from the frontline health workers and from the clinical and administrative leaders describe important aspects of crisis management, such as team building, multi-departmental coordination, effective communications, dynamic decision-making in response to rapidly changing situations, keeping up the morale and caring for the healthcare workers and managing the supply chain. The uniqueness of the experience of SBH is enhanced by the fact that SBH is a low budget “safety net” hospital serving the poorest population in New York City. At the start of 2020, the COVID-19 pandemic threatened to upend that trend and plunge millions of Americans into poverty. However, despite the highest unemployment rate since the Great Depression, the poverty rate declined to the lowest in modern U.S. history. In Poverty in the Pandemic social policy scholar Zachary Parolin provides a data-driven account of how poverty influenced the economic, social, and health consequences of the COVID-19 pandemic in the U.S., as well as how the country’s policy response led to historically low poverty rates. Drawing on dozens of data sources ranging from debit and credit card spending, the first national databases of school and childcare center closures in the U.S., and bi-weekly Census-run surveys on well-being, Parolin finds that entering the pandemic in poverty substantially increased a person’s likelihood of experiencing negative health outcomes due to the pandemic, such as contracting and dying from COVID, as well as losing their job. Additionally, he found that students from poor families suffered the greatest learning losses as a result of school closures and the shift to distance learning during the pandemic. However, unprecedented legislative action by the U.S. government, including the passage of the Families First Coronavirus Response Act (FFCRA), the Coronavirus Aid, Relief, and Economic Security (CARES) Act, and the American Rescue Plan (ARP) helped mitigate the economic consequences of the pandemic and lifted around 18 million Americans out of poverty. Based on the success of these policies, Parolin concludes with policy suggestions that the U.S. can implement in more ‘normal’ times to improve the living conditions of low-income households after the pandemic subsides, including expanding access to Unemployment Insurance, permanently expanding the Child Tax Credit, promoting greater access to affordable, high-quality healthcare coverage, and investing more resources into the Census Bureau’s data-collection capabilities. He also details a method of producing a monthly measurement of poverty, to be used in conjunction with the traditional annual measurement, in order to better understand the intra-year volatility of poverty that many Americans experience. Poverty in the Pandemic provides the most complete account to date of the unique challenges that low-income households in the U.S. faced during the COVID-19 pandemic.

Book excerpt: The COVID-19 pandemic and the economic policy measures taken to prevent its spread led to a global recession in 2020 that was expected to cause significant increases in poverty and food insecurity in many countries. Households were expected to experience a “double whammy” of decreased incomes and rising food prices. This policy note examines whether food prices rose in Rwanda since the COVID-19 pandemic began in early 2020. The main findings from this price analysis suggest the following. • Food prices did not significantly rise (or fall) during the COVID-19 pandemic in Rwanda. • Prices of staple foods (cereals and other starches) declined following the pandemic’s onset in March 2020, while the prices of pulses (the second largest food consumption group in Rwanda after staple foods) experienced a seasonal spike at the end of 2021, but returned to below pre-pandemic levels throughout 2021. • For most food groups, price trends in each province generally followed the national price trends during the pandemic, with the exception of poultry and eggs. • Nationally, prices of poultry and eggs declined after the beginning of the pandemic, but these prices vary significantly by province, with prices in the Northern Province remaining above pre-pandemic levels and prices in all other provinces falling since the pandemic, with prices in Kigali City falling the most. Overall, these results suggest that households in Rwanda were not hit by the “double whammy” of decreased incomes and rising food prices, since food prices remained stable Rather, they may instead have only suffered from decreased incomes. These findings suggest that continued efforts to expand Rwanda’s social protection programs are needed to boost household purchasing power and ensure that households are able to consume more – and more nutritious – foods.
