Book excerpt: This report shares the results of a joint analysis by the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) on the agri-food system in Myanmar based on an assessment conducted from August to October 2020. The analysis was part of a broader initiative to contribute to data collection and analysis linked to COVID-19, informing evidence-based programming in selected countries. Its objective was to assess the effects of COVID-19 on Myanmar’s agri-food system, which includes livestock and fishing, food supplies, livelihoods and the food security of rural people at the national level. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers and key informants. The first round of data collection has been completed, with Rounds II and III taking place in 2021. This assessment covered 75 townships in eight states and regions: Mon, Chin, Kachin, Kayin, Rakhine, Sagaing, Shan and Yangon; data were collected between mid-August to mid-October 2020, complemented by a survey of input vendors. This report was made possible by the support of the American People through the United States Agency for International Development (USAID). Book excerpt: Remittances are a critical source of household income in Myanmar and are significantly associated with positive welfare outcomes. In 2022, 33 percent of the households surveyed in the Myanmar Household Welfare Survey (MHWS) received remittances at least once in the twelve-month period. Remittances made up 7 percent of the average monthly per capita income of households in 2022. Among households that received remittances, 40 percent of their average monthly per capita income was from remittances. Considerably more households received remittances in 2022, compared to 2017, the last year for which there is nationally representative data (World Bank 2017). Despite the increase in the number of households receiving remittances, compared to 2017, the income share from remittances has decreased for all households. Even with internal lockdowns and border closures because of the COVID-19 pandemic, remittance senders migrated internally in 2020 and 2021. As a result, domestic remittance flows appear to have increased steadily since 2012. International remittance flows, on the other hand, decreased substantially during the first two years of the pandemic. They are now increasing rapidly. In 2022, households in Rakhine, Chin, Mon, and Kayin received the most remittances of the states/regions. Households in Chin, Kayin, Tanintharyi, and Mon received a greater percentage of remittances from international senders rather than domestic senders. Most international remittance flows were from Thailand, Malaysia, and China. Households in Kachin, Ayeyarwady, and Mandalay received the most remittances from domestic senders. Most domestic remittance flows were from Yangon, Mandalay, and Shan. Receiving remittances has a positive and significant association with improved welfare outcomes. Households that receive remittances are less likely to have lower income compared with last year and more likely to have a better food consumption score and a higher dietary diversity score. Households who receive remittances use fewer coping strategies. Finally, households who receive remittances are more likely to have an improved house made of brick, brick/wood, or semi-pucca.

Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Book excerpt: There is an urgent need to anticipate and mitigate the threat posed by COVID-19 to Myanmar’s agricultural sector and to rural households that depend on farming for income and for food and nutrition security. We evaluate options to address the threat and to support farmers to prepare their land and plant their crops on time in the short window before the start of the 2020 monsoon cropping season. Recognizing that no single intervention can address the full range of vulnerabilities faced by rural households, we recommend a combination: • Expansion of access to seasonal farm credit with extended loan repayment schedules; • Limited agricultural input subsidies targeting certified seed; and • Implementation of a cash transfer program to smallholder farmers. Despite the high cost of a cash transfer program, there are good reasons to expect that the benefits of such support to farm households will outweigh program costs in monetary terms – even more so if the economic benefits from the consequent lower incidence of malnutrition to which the program would contribute can be measured.

This report evaluates the state of wellness in Asia, documents how the wellness economy is a large and growing part of the region’s economy, and discusses how policy makers can promote wellness by creating healthy living environments, encouraging physical activity and healthy diets, and enhancing workplace wellness.
