Book excerpt: This document provides a conceptual framework and standard methodologies for the monitoring, reporting and verification of changes in SOC stocks and GHG emissions/removals from agricultural projects that adopt sustainable soil management practices (SSM) at farm level. It is intended to be applied in different agricultural lands, including annual and perennial crops (food, fibre, forage and bioenergy crops), paddy rice, grazing lands with livestock including pastures, grasslands, rangelands, shrublands, silvopasture and agroforestry. Although developed for projects carried out at farm level, potential users include investors, research institutions, government agencies, consultants, agricultural companies, NGOs, individual farmers or farmer associations, supply chain and other users who are interested in measuring and estimating SOC stocks and changes and GHG emissions in response to management practices. The document is an outcome of the successful Global Symposium on Soil Organic Carbon (GSOC17), which was held in Rome in March 2017. The document is of technical nature in support of the Soil organic carbon (SOC) sequestration work. Its use is not mandatory but of voluntary nature.

Book excerpt: The world's nations are moving toward agreements that will bind us together in an effort to limit future greenhouse gas emissions. With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.

Agriculture is part of the climate change problem, contributing about 13.5 percent of annual greenhouse gas (GHG) emissions (with forestry contributing an additional 19 percent), compared with 13.1 percent from transportation. Agriculture is, however, also part of the solution, offering promising opportunities for mitigating GHG emissions through carbon sequestration, soil and land use management, and biomass production. Climate change threatens agricultural production through higher and more variable temperatures, changes in precipitation patterns, and increased occurrences of extreme events such as droughts and floods. And if agriculture is not included, or not well included, in the international climate change negotiations leading up to the 15th Conference of Parties (COP15) of the UN Framework Convention on Climate Change in Copenhagen in December 2009, resulting climate change policies could threaten poor farming communities and smallholders in many developing countries. The policies could also impede the ability of smallholders to partake in new economic opportunities that might arise from the negotiations.

The literature is analyzed to summarize the lessons learned from participatory monitoring, examine when, where and how PMRV has been developed and implemented, and identify any knowledge gaps. With Indonesia as our case study, we explored the feasibility of PMRV implementation and assessed how PMRV could be integrated into the national MRV system. We examined the proposed national MRV system in Indonesia, compiled a database of REDD+ projects and conducted short interviews with selected project proponents.

Book excerpt: This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

Book excerpt: Key findings There is very little clarity even among experts on the broader implications of the different carbon accounting methods, or of the design of the MRV system as a whole, particularly for the social, political and economic outcomes (e.g. outcomes related to benefit sharing). Greater understanding of the needs and interests of different actors through improved communication, dialogue, and trust between national and regional governments, and between scientists and policy makers, could lead to a more useful and effective institutional architecture for MRV. The development of the MRV system in Peru demonstrates the challenges inherent in vertical and horizontal (multilevel) coordination, including between the national government and regional governments, and across sectors, particularly the environment and agriculture sectors. Better intra- and inter-institutional coordination could help mitigate the costs associated with investment in overlapping activities, such as unhealthy competition, inefficient use of resources and the need to adapt or abandon work in progress. The technical complexities of MRV, particularly methods of monitoring and verifying carbon emissions analysis and changes in forest cover through high resolution spatial images, influence which actors are involved in the design process and the nature of their involvement. In Peru, this process has excluded those without this expertise, such as subnational governments that have limited technical capacity and funding and, in many cases, suffer from institutional instability.
