Book excerpt: Earthquakes pose a significant threat to people and infrastructure because of their capacity to cause catastrophic casualties, property damage, and economic disruption. According to the USGS, 16 states have a relatively high likelihood of experiencing damaging ground shaking in the next 50 years, and nearly half of all Americans are exposed to potentially damaging earthquakes. GAO was asked to review efforts to mitigate against earthquakes impacts in the United States. Specifically, this report address (1) actions select cities have taken to mitigate seismic risks, (2) the distribution of federal buildings relative to earthquake prone areas and actions to identify and mitigate seismic risks to these buildings, and (3) what is known about the benefits of USGS's earthquake early warning system, ShakeAlert, and the extent to which implementation challenges are being addressed. GAO reviewed key documents and federal authorities; collected federal building inventory information; conducted site visits to selected cities-Seattle, San Francisco, Los Angeles, Memphis; and interviewed, among others, federal, state, and local officials.

Book excerpt: Pursuant to a legislative requirement, GAO provided information on: (1) the number and value of federally owned and leased buildings in areas of seismic risk; and (2) federal agencies' efforts to reduce those buildings' vulnerability. GAO found that: (1) about 40 percent of federally owned or leased buildings are located in seismically active areas, with about 15 percent of buildings located in areas of high to very high seismic risk; (2) the total acquisition value of 183,000 federally owned buildings in areas of moderate to very high seismic risk is about $34 billion; (3) buildings' construction type and soil properties contribute to their vulnerability to earthquake damage; (4) most agencies lack comprehensive data on those factors, making it difficult to determine the extent of building vulnerability; (5) the six federal agencies that manage over 85 percent of federal space have made only limited seismic safety or risk reduction efforts; (6) agencies attributed their slow progress in completing seismic studies to limited funding and competing design and construction projects, and four agencies estimated that it would require a total of $2 billion to complete engineering studies and retrofit projects; and (7) while three agencies have programs that give priority to leasing seismically safe space, the other three agencies assume that leased buildings are safe if constructed according to local building codes, which do not necessarily ensure seismic safety.

The economic principles that must be applied to determine potential benefits are reviewed and the report concludes that although there is insufficient information available at present to fully quantify all the potential benefits, the annual dollar costs for improved seismic monitoring are in the tens of millions and the potential annual dollar benefits are in the hundreds of millions.

Book excerpt: Earthquakes have caused massive death and destruction, and potentially damaging earthquakes are certain to occur in the future. Although earthquakes are uncontrollable, the losses they cause can be reduced by building structures that resist earthquake damage, matching land use to risk, developing emergency response plans, and other means. Since 1977, the federal government has had a research oriented program to reduce earthquake losses the National Earthquake Hazards Reduction Program (NEHRP). This program has made significant contributions toward improving our understanding of earthquakes and strategies to reduce their impact. Implementing action based on this understanding, however, has been quite difficult. This chapter provides an introduction to earthquakes: a sum mary of the earthquake hazard across the United States, a review of the types of losses earthquakes cause, a discussion of why earthquakes are a congressional concern, and an introduction to mitigation actions taken prior to earthquakes that can reduce losses when they occur. The federal policy response to date, NEHRP is then described and reviewed. Finally, specific policy options for improving federal efforts to reduce future earthquake losses are presented.
