Book excerpt: This book encompasses the characterisation of meteorological drought by the newly invented index called “SPI – Standardised Precipitation index” approved by World Meteorological Organization (WMO) in June 2011. It is a simple index with precipitation as the only parameter and can be computed for different scales (1-3-6-12-24 months) and compared across regions with different climatic zones. The author has depicted graphs with regard to trends, onset, end, magnitude with dates of occurrence of droughts over a period of 102 years with regard to rainfall and temperature with the aid of SPI and SPEI, for Anantapur District of Andhra Pradesh, India. To characterise the agricultural drought, climatological water balance was carried for a period of 30 years for the data. In this book a composite index called “Indian drought monitor” with ten indicators and indices has been developed for releasing drought information weekly considering and incorporating review from a group of climatologists, extension agents and others across the nation. This will lead the country economically forward.

Most of the existing literature on the unfavourable consequences of global warming for land are based on a relatively short period of weather station data, covering local land areas with limited networks and monitoring parameters. These concerns have led to the use of satellite data, whose measurements are controlled by such vegetation characteristics as chlorophyll, carotenoids, moisture contents in the plants and temperature inside the vegetation community. Therefore, the discussion of this book is completely based on high-resolution global land surface measurements by the sensors on the National Oceanic and Atmospheric Administration’s (NOAA) operational afternoon polar-orbiting satellites. The book also focuses on understanding climate change impacts on land changes where humans are living, and combines biophysically-grounded methods and the 40-year data to develop models for monitoring large-scale Earth warming impacts on land and for timely prediction of climate consequences for humans. These 40-year trends in land characteristics will help to better inform the assessment of potential changes in the future and how to reach human sustainability. However, the vulnerability of all nations to extended periods of water shortage has been underscored again and again during this same time period. In the past decade alone, droughts have occurred with considerable frequency and severity in most of the developed and developing world. Significant parts of North and South America, Australia, Europe, and Asia have been plagued recently by extended periods of severe drought, often resulting in far-reaching economic, social, and environmental consequences. In the western United States, for example, vast areas are facing the prospects of a sixth or seventh consecutive year of drought in 1993. Concern by members ofthe scientific and policy communities about the inability of governments to respond in an effective and timely manner to drought and its associated impacts exists worldwide. Numerous "calls for action" for improved drought planning and management have been issued by national governments, professional organizations, intergovernmental organizations, nongovernmental organizations, and others. The United Nations' International Decade for Natural Disaster Reduction (lDNDR) is yet another example of an international call for action to reduce the impacts that result from drought and other natural hazards.

Book excerpt: This assessment provides input to the reauthorized National Integrated Drought Information System (NIDIS) and the National Climate Assessment (NCA), and it establishes the scientific foundation needed to manage for drought resilience and adaptation. Focal areas include drought characterization; drought impacts on forest processes and disturbances such as insect outbreaks and wildfire; and consequences for forest and rangeland values. Drought can be a severe natural disaster with substantial social and economic consequences. Drought becomes most obvious when large-scale changes are observed; however, even moderate drought can have long-lasting impacts on the structure and function of forests and rangelands without these obvious large-scale changes. Large, stand-level impacts of drought are already underway in the West, but all U.S. forests are vulnerable to drought. Drought-associated forest disturbances are expected to increase with climatic change. Management actions can either mitigate or exacerbate the effects of drought. A first principal for increasing resilience and adaptation is to avoid management actions that exacerbate the effects of current or future drought. Options to mitigate drought include altering structural or functional components of vegetation, minimizing drought-mediated disturbance such as wildfire or insect outbreaks, and managing for reliable flow of water.
