Mongolia is instead facing high levels of public and private debt, conflicts over land and sovereignty, and a changed political climate that threatens its fragile democratic institutions. Subjective Lives and Economic Transformations in Mongolia details this complex story through the intimate lives of five women. Building on long-term friendships, which span over 20 years, Rebecca documents their personal journeys in an ever-shifting landscape. She reveals how these women use experiences of living a ‘life in the gap’ to survive the hard reality between desired outcomes and their actual daily lives. In doing so, she offers a completely different picture from that presented by economists and statisticians of what it is like to live in this fluctuating extractive economy.

Shaping Urban Futures in Mongolia provides an ethnography of actions, strategies and techniques that form part of how residents precede and underwrite the owning of real estate property – including apartments and land – in a rapidly changing city. In doing so, it charts the types of visions of the future and perceptions of the urban form that are emerging within Ulaanbaatar following a period of investment, urban growth and subsequent economic fluctuation in Mongolia’s extractive economy since the late 2000s. Following the way that people discuss the ethics of urban change, emerging urban political subjectivities and the seeking of ‘quality’, Plueckhahn explores how conceptualisations of growth, multiplication, and the portioning of wholes influence residents’ interactions with Ulaanbaatar’s urban landscape. Shaping Urban Futures in Mongolia combines a study of changing postsocialist forms of ownership with a study of the lived experience of recent investment-fuelled urban growth within the Asia region. Examining ownership in Mongolia’s capital reveals how residents attempt to understand and make visible the hidden intricacies of this changing landscape.

This Economic Retrospective highlights the key economic, financial and policy developments in the country during the crisis and recovery over 2008 to 2010. In particular, it offers a closer look at the weaknesses in the economic structure and policy environment that lay at the heart of downturn, and which amplified the external shock due to the collapse in global commodity prices from mid-2008. The Retrospective offers valuable insights into how an inappropriate policy mix can culminate in macroeconomic instability. In Mongolia s case, a combination of expansive fiscal and monetary policy during the boom years, a de facto peg to the US dollar, and an overheating financial sector triggered a loss of confidence in the banking sector, large reserve losses and deposit flight, and caused a large fiscal and balance of payments shock that necessitated assistance by the IMF and other donors. Although the economy has rebounded since the end of 2009 and the successful negotiation of the Oyu Tolgoi (OT) mining project has helped transform the medium to long-term outlook, there remain sizeable policy challenges. In particular, the looming mining boom brings the risks of Dutch disease effects and a return to the profligate populism of the past. In the near term significant fiscal financing risks remain until revenues from OT are realized. In particular, this Retrospective discusses the need for continued fiscal consolidation and how the adoption of the planned fiscal stability law should help manage the upcoming mining boom. Meanwhile, ongoing solvency problems in the banking sector need to be resolved quickly and transparently to prepare the sector for the upturn in economic activity.

The role of transnational economic law in influencing and reorganising national systems of governance evidences the constitutional dimensions of global capitalism: the power to institute new rules and limits for national states. This form of new constitutionalism does not undermine the state but transforms it by eroding national capacities and implanting global alternatives. While leading scholars in the field have emphasised the much-needed value of case studies, there are no studies available which consider the cumulative impact of multiple axes of transnational legal ordering on the national state or its constitution. This monograph addresses this empirical gap, whilst expanding the theoretical scope of the field. Mongolia’s recent transformation as a mineral-exporting country provides a rare opportunity to witness economic and legal globalisation in process. Based on careful empirical analysis of national law and policy-making, the book traces the way distinctive processes of transnational legal ordering have reorganised and reframed the governance of Mongolia’s mining sector, specifically by redistributing state power in relation to the market, sub-national administrations and civil society. The book investigates the role of international financial institutions, multinational corporations and non-governmental organisations in normative transmission, as well as the critical role of national actors in embedding transnational investment norms within the domestic legal and policy environment. Politically stable and rich with natural resources, Mongolia has emerged as a bellwether for investor confidence in recent years. The 2013 commercialisation of the Oyu Tolgoi gold and copper mine is helping to diversify Mongolia’s mineral exports away from coal, while the government is working to improve the investment environment by adopting the new Investment Law, among other measures. Challenges do exist, however, from the long harsh winters that slow construction to the difficulty of connecting the sparsely populated nation through ICT and transport systems. In response, the government has partnered with the private sector on a number of fronts in order to promote economic diversification and competitiveness.
