Against conventional wisdom, the newly reconfigured opposition grouping Pakatan Harapan (PH) decisively defeated the incumbent Barisan Nasional (BN), ending six decades of uninterrupted dominant one-party rule. Despite a long-running financial scandal dogging the ruling coalition, pollsters and commentators predicted a solid BN victory or, at least, a narrow parliamentary majority. Yet, on the day, deeply rooted political dynamics and influential actors came together, sweeping aside many prevailing assumptions and reconfiguring the country's political reality in the process. In order to understand the elections and their implications, this edited volume brings together contributions from ISEAS - Yusof Ishak Institute researchers and a group of selected collaborators to examine the elections from three angles: campaign dynamics; important trends among major interest groups; and local-level dynamics and developments in key states. This analytical work is complemented by personal narratives from a selection of GE-14 participants.

That day the majority of its voting population decided to topple the Barisan Nasional government that had been in power for over 60 years and that had come to be seen as corrupt beyond redemption, and incompetent to boot. Lined up against the unpopular administration of Najib Razak was a coalition led by former strongman Tun Dr Mahathir Mohamad, who at the age of 92 had decided to return to Malaysian politics to stop the rot which many believed had begun during his earlier period in power, in 1981-2003. As the oldest prime minister in world history, he is now setting about creating structure that he believes will lead to a Malaysia that will achieve the Vision 2020 that he first propounded in 1991. This vision dovetails with the ideals of the highly influential Reformasi Movement which was ignited by the sacking of his deputy, Anwar Ibrahim, in 1998. This compilation of insightful analyses is Ooi Kee Beng’s seventh, and discusses key events from the last five years leading up to 9 May 2018 and beyond. The state is economically vital to the country: it is the birthplace of the United Malays National Organization (UMNO); and it has a large number of parliamentary seats. Johor-specific dynamics that have worked to the advantage of the ruling coalition include: UMNO’s unique links with the state; the tight control over religion; and the phenomenal scale and success of the Federal Land Development Authority (FELDA) scheme. Despite these advantages, support for the ruling coalition has been slipping across the state. Furthermore, the emergence of new parties such as Parti Pribumi Bersatu Malaysia (PPBM) will challenge Barisan Nasional’s control over Johor’s rural and Malay heartland. The redelineation of parliamentary and state constituencies now underway is however likely to benefit BN, and recent survey data indicate that Johoreans are yet to be attracted to the reconfigured opposition coalition, Pakatan Harapan. Thus, while BN may suffer a drop in support, it is likely to retain power in Johor.

This paper provides a systematic overview of the electoral process and an assessment of how it shapes the country's political environment. Political competition in Malaysia is extensively manipulated to provide the incumbent government substantial advantages in elections. Most of the manipulations are a result of institutional bias during the pre-election phase. They create a fundamentally uneven playing field that has entrenched the political dominance of the UMNO-led coalition. Electoral manipulations impose numerous costs. These include direct costs like the inefficient allocation of resources, as well as indirect costs like the exacerbating of ethnic divisions. Both channels hinder Malaysia's efforts to reach further developmental milestones. The high degree of electoral manipulation in Malaysia, juxtaposed against its successful developmental record and relative social stability, makes the country an important case for the growing body of research on electoral integrity and malpractice.

Malte Kaßner sheds light on the relation between one-party dominance and democracy from a comparative perspective. The study examines the key question how different types of dominant parties influence democracy in multicultural societies with the help of two case studies: South Africa and Malaysia. Both countries are characterized by an ethnically, linguistically and religiously plural society. The author analyses the two dominant parties African National Congress (ANC) and United Malays National Organization (UMNO) and their implications on democracy in the two countries. The outcome suggests that one-party dominance per se cannot be assessed as beneficial or harmful for democratic development. Rather, dominant parties deserve a stronger analytical differentiation. Causal patterns contribute to such a differentiation.

Two competing views have shaped enquiries into the source of the rapid growth high-performing Asian economies and attempts to derive a general lesson for other developing economies: the market-friendly view, according to which government intervenes little in the market, and the developmental state view, in which it governs the market. What these views share in common is a conception of market and government as alternative mechanisms for resource allocation. They are distinct only in their judgement of the extent to which market failures have been, and ought to be, remedied by direct government intervention. This collection of essays suggests a breakthrough, third view: the market-enhancing view. Instead of viewing government and the market as mutually exclusive substitutes, it examines the capacity of government policy to facilitate or complement private sector co-ordination. The book starts from the premise that private sector institutions have important comparative advantages over government, in particular in their ability to process information available on site. At the same time, it recognizes that the capabilities of the private sector are more limited in developing economies. The market-enhancing view thus stresses the mechanisms whereby government policy is directed at improving the ability of the private sector to solve co-ordination problems and overcome other market imperfections. In presenting the market-enhancing view, the book recognizes the wide diversity of the roles of government across various East Asian economies-including Japan, Korea, Hong Kong, Malaysia, and China-and its path-dependant and developmental stage nature.

Book excerpt: In recent years, privatisation has fallen out of favour in many countries because the underlying political factors have not been well understood. This book examines Malaysia’s privatisation programme, focusing on how political constraints resulted in the failure of four major privatisations: the national sewerage company (IWK), Kuala Lumpur Light Rail Transit (LRT), national airline (MAS), and national car company (Proton). It considers why developing countries such as Malaysia might want to embark on privatisation, the factors that lead to policy failure, and what is needed to make it work. It shows clearly that political motives driving privatisation often dominate purely economic considerations, and thus it is necessary to analyse privatisation within the specific country context. It argues that failure in the Malaysian case was due to political considerations that compromised institutional design and regulatory enforcement, leading to problems associated with corruption. It concludes that privatisation does not necessarily improve incentives for efficiency or enhance the finance available for capital investment, and that successful privatisation depends on the state’s institutional and political capacity to design and manage an appropriate set of subsidies. Overall, this book is a comprehensive examination of privatisation in Malaysia, providing important insights for understanding the political economy of this process in other developing countries.

Allocations of state revenues to the security sector continue to be substantial and have, in fact, increased in several countries. As Asian nations construct a new security architecture for the Asia-Pacific region, Asian security has received increased attention by the scholarly community. But most of that scholarship has focused on specific issues or selected countries. This book aims to lay the groundwork for a comprehensive, in-depth understanding of Asian security by investigating conceptions of security in sixteen Asian countries. The book undertakes an ethnographic, country-by-country study of how Asian states conceive of their security. For each country, it identifies and explains the security concerns and behavior of central decision makers, asking who or what is to be protected, against what potential threats, and how security policies have changed over time. This inside-out or bottom-up approach facilitates both identification of similarities and differences in the security thinking and practice of Asian countries and exploration of their consequences. The crucial insights into the dynamics of international security in the region provided by this approach can form the basis for further inquiry, including debates about the future of the region.
