Though the new Federal reserve system introduces far reaching changes in our banking and currency system, many years must elapse before its full effects can be definitely measured. Throughout Part II frequent reference is made to various provisions of the Act of 1913, and Chapter XXII is devoted to an analysis of its leading provisions, and a summary of the steps taken in the establishment of the new system. A proper understanding of the new system, how ever, can be gained only by following its Operations and marking the effect of changes that will certainly be made in the law from time to time. While I write these lines a withdrawal of $2, 3 gold from the Treasury causes a fresh tremor and confusion of tongues. Everybody assures everybody else, and tries to assure himself, that it is of no consequence. Probably no harm will come of it, but why should it be noticed at all, except by a few dealers in foreign exchange? Because the public Treasury undertakes to maintain the ultimate gold reserve of the country, and because people doubt whether it can do so at all times. Are these doubts unreasonable? The only law on the statute book really effective for the discharge of this obligation was passed in 1862 for a different emergency, had been forgotten a quar ter of a century, and was discovered by accident the last day in the afternoon. As regards the act of 187 5 (under which gold was twice procured last year for the replenish ment of the Treasury) it is a matter of dispute whether it is still in force, or whether it lapsed when specie payments were resumed. A dispute on such a question is itself an incentive to panic. Moreover, everything depends upon the mood and temper of the Administration for the time being whether such powers as the law confers shall be exercised wisely and promptly, or exercised at all. It was written under stress of numerous other duties, hence the author himself feels called upon to confess that in several directions the book leaves something to be desired. But it is hoped that it will be helpful to tho student and to the general reader in obtaining a little more comprehensive and more closely coordinated knowledge of the broader relations of modern banking. For use in the classroom it is recommended that a good book of readings like W. Hamilton's Readings in Money and Banking, or H. G. Moulton's Principles of Money and Banking be used to supply illustrative, concrete material as a basis for further discussion. The author has obviously drawn heavily on the productions of others. Professor Dunbar's little book, Chapters on the History and Theory of Banking, supplied most of the basic structure. Suggestions were picked up here and then in the writings of sundry other authors. Definite acknowledgment is made in a few cases, but most of the principles of modern banking have been so widely discussed that they may be regarded as common property. There is little, therefore, that is really new in this book except in organization and method of approach. The author takes pleasure, however, in expressing grateful acknowledgment to his chief, Professor E. R. A. Seligman, to Professor E. W. Kemmerer of Princeton, and to Professor B. M. It is, of course, a common experience that certain questions prove ambiguous, that others carry the student too far afield or into problems that cannot be analyzed on the basis of ma terial already covered, and, even more important, that the arrange ment of the questions is pedagogically poor or unsound. I do not flatter myself, however, that the revisions the book has undergone in actual use have resulted in a high degree of standardization even for my own use, much less for the purposes of other teachers. In fact, I seriously doubt if any great amount of standardization is either possible or desirable, for I am a strong believer in individuality in instruction.
