Although the program had several hurdles, its achievements were remarkable—approval of tax reforms, improvements in banks' framework, power and electricity framework, dwindled poverty rate, and strong foreign relations. Overall, the Board is in high spirits in the triumph of the program in a critical situation though it had some flaws.

During 1990–95, Nicaragua made substantial progress in policy implementation to reduce macroeconomic imbalances and to transform itself to a market-based economy. Fiscal and monetary policies were strengthened; most price controls were eliminated; and the foreign exchange and trade systems were liberalized. A program of public asset divestment was implemented and public employment and military outlays were cut substantially. An extensive reform of the banking system was initiated by allowing private sector participation in financial intermediation; interest rates were liberalized; and banking supervision was established.

The fascinating case of Nicaragua is explored, focusing on the 1979-1990 interventionist period under Sandinista rule, followed by an analysis of the post-1990 laissez-faire UNO-period. The limits of state intervention are shown by analysing in detail the unintended effects of certain policies such as those on land reform, price, credit and technology. Finally, the book draws comparisons between the Nicaraguan case (in which two transitions took place in a relatively short time-span) and the recent dramatic transformations of Eastern Europe. It provides arguments for a different role for the state in this process, which is directed to market development, rather than the current withdrawal.

Book excerpt: Nicaragua's state domination of productive capacity from the late 1970s to 1990, coupled with the civil war of the 1980s, left the economy with hyperinflation, large fiscal and current account deficits, and an external debt that was six times gross domestic product. As a result, economic activity declined at a sharp rate. By 1993, per capita income had fallen by a full 60 percent from the 1977 level. By the early 1990s the country was receiving aid equivalent to more than 70 percent of Gross Domestic Product (GDP). Subsequent administrations tried to address the country's economic problems through fiscal and monetary discipline and market-oriented reforms to redefine the role of the state. There were some successes, for example, decisive government action reduced inflation to around 10 percent by 1995, but many reforms failed due to their slow pace and to continued political volatility.
