This book contributes to that debate in its study of the impact of financial regulation on Spanish banking performance, especially profitability, from the end of the Spanish Civil War to the end of the Franco regime. Maria Pons discusses the Francoist authorities' policy of forced industrialization based on heavy industry, and the huge interventionist apparatus that it set up to involve banks in its industrialistic programme. This included several items of banking legislation related to the fixing of interest rates, the expansion of the sector, mergers and so forth. Pons explains the emergence of this regulatory framework and its development to the mid-1970s, as well as examining in detail the response of the Spanish banks to these regulations, and their attempts to take advantage of the opportunities they offered to reduce competition and uncertainty. The book also analyzes the 1962 reforms and subsequent legizlation and the lack of success they had in reducing public intervention in the banking sector.

The comparisons suggest that small, open and competing jurisdictions have been more innovative than large empires – as has been suggested by David Hume in 1742.

The author reconstructs the business network built by the Genoese merchant Domenico Grillo between the 1650s and the 1680s. Grillo’s business interests stretched from the Mediterranean to Pacific South America, traversing and joining the Spanish, Dutch, and English Atlantics. He and his associates created a new business model that was to be emulated by Dutch, French, and English traders in subsequent decades: the monopolistic asientos for the exploitation of the trans-imperial and intra-American slave trade to Spanish America. Offering a connected history of capitalism across trans-continental geographies and different empires, this book challenges established views of a period which has traditionally been interrogated from a northern European mercantile perspective. Cutting across the histories of the slave trade in the Atlantic world, early modern capitalism, and early modern empire, this study has much to offer to students and scholars interested in the agents, economic practices, and geographies of trade that do not easily fit into and therefore disrupt the traditional narratives of the Rise of the West. Book excerpt: Royal Favouritism and the Governing Elite of the Spanish Monarchy, 1640-1665 presents a study of the later years of the reign of Philip IV from the perspective of his favourite (valido), don Luis Mendez de Haro, and of the other ministers who helped govern the Spanish Habsburg Monarchy. It offers a positive vision of a period that is often seen as one of failure and decline. Unlike his predecessors, Haro exercised the favour that he enjoyed in a discreet way, acting as a perfect courtier and honest broker between the king and his aristocratic subjects. Nevertheless, Alistair Malcolm also argues that the presence of a royal favourite at the head of the government of Spain amounted to a major problem. The king's delegation of his authority to a single nobleman was considered by many to have been incompatible with good kingship, and Philip IV was himself very uneasy about failing in his responsibilities as a ruler. Haro was thus in a highly insecure situation, and sought to justify his regime by organizing the management of a prestigious and expensive foreign policy. In this context, the eventual conclusion of the very honourable peace with France in 1659 is shown to have been as much the result of the independent actions of other ministers as it was of a royal favourite very reluctantly brought to the negotiating table at the Pyrenees. By conclusion, the quite sudden collapse of Spanish European hegemony after Haro's death in 1661 is represented as a delayed reaction to the repercussions of a flawed system of government.
