Ce livre résume les expériences à ce jour concernant l’ampleur et la nature de la décentralisation ainsi que les conséquences de celle-ci, dont la plupart suggèrent une sous-performance des réformes de gouvernance. Il examine également la viabilité des différents instruments de gouvernance dans le contexte d’une faible gouvernance et de pressions commerciales accrues sur les forêts.Les résultats sont regroupés en deux domaines thématiques: d’une part la décentralisation, les moyens de subsistance et la gestion des forêts, d’autre part les échanges internationaux, la finance et les réformes de gouvernance du secteur forestier. Les auteurs examinent les diverses forces qui façonnent le secteur forestier, notamment la théorie et la pratique de la décentralisation, l’usurpation d’autorité, la corruption et l’illégalité, les mécanismes inéquitables de répartition des bénéfices et l’expansion du commerce international du bois et des crédits carbone, puis discutent de leurs effets sur les moyens de subsistance, l’état de la forêt et l’équité. Cet ouvrage se base sur de précédentes publications ayant examiné les différentes dimensions de la décentralisation et les perspectives des autres régions du monde ; il extrait ces dimensions et perspectives des autres régions du monde ainsi que les dimensions de la gouvernance forestière qui sont à la fois uniques à l’Afrique et représentatives de mécanismes mondiaux plus larges. Book excerpt: Au cours des 20 dernières années, le marché international des bois tropicaux s'est considérablement modifié, et la division du travail entre les pays du Sud et les pays du Nord s'est brouillée avec l'industrialisation de la filière bois dans plusieurs pays du Sud-Est asiatique. Ces stratégies volontaristes s'appuient sur des mesures d'interdiction d'exporter du bois non transformé. Elles ont débouché sur l'apparition de surcapacités de production. Cette situation de déséquilibre a conduit de puissants groupes asiatiques à développer une stratégie de prise de contrôle des massifs forestiers de l'ensemble de la ceinture intertropicale. Ce déploiement international en dehors de la zone d'origine de ces firmes se double, en Indonésie et en Malaisie, d'une politique de conversion de la forêt en espaces dévolus aux plantations agricoles ou aux arbres à croissance rapide destinés à la fabrication de pâte à papier. Le changement d'échelle des investissements dans la foresterie rend de plus en plus tangible la tension entre les temporalités économique et financières d'une part, et naturelles d'autre part. Cette dynamique de mondialisation des stratégies des firmes conduisant l'exploitation forestière incitent à considérer de manière plus large la problématique de gestion durable des forêts, son rapport avec les plantations et les enjeux d'utilisation des terres. Enfin, les perspectives de la mise en place d'un marché international des permis d'émission de gaz à effet de serre augurent de possibles changements d'usages des espaces et des ressources forestières et annoncent un renforcement du poids des nouveaux acteurs globaux que sont les grandes ONG internationales de conservation. Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Book excerpt: Reviewing the conditions in which the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) mechanism is being established in the Democratic Republic of Congo (DRC) is part of Component 1 of the Global Comparative Study on REDD+ (GCS-REDD) being conducted by the Center for International Forestry Research. The overall aim of this global study is to provide decision-makers, practitioners, donors and the scientific community with reliable information on the dynamics of national actions related to the REDD+ mechanism. Discussions on REDD originally seemed to focus on the construction of a global structure and the establishment of a multilateral instrument to replace the Kyoto Protocol. But at the 14th Conference of Parties (CoP 14), held in Poznan in 2008, discussions on the reliability of REDD+ focused more on the dynamics of national- and local-level actions and brought out the need to better understand, analyze and explain the national institutional context of REDD+ development. Subsequently, this review used the extractive approaches. The first inputs were reports, articles, books and documents on the DRC that were directly related to forest management, socioeconomic and political institutions, etc., whether published or not. Because of the diversity of sources, the quantitative data sometimes seem contradictory and conflictual. In the next step, semi-structured interviews were held with experts working in the forestry sector and data were obtained from the participants’ observations. Since this analysis covers the period between May 2011 and June 2012 actions in the field and the institutions after those dates were not included.
