Problems have been experienced with accumulation of ice and debris at the intakes, air entrapment in the culverts of the filling and emptying system, excessive turbulence in the lock chamber during filling, and hazardous conditions downstream from the locks during emptying operations. Also, the stoney gates used for control of filling and emptying, the miter gates, and miter gate operating machinery are in bad condition. Various elements of the filling and emptying system were developed in a 1:25-scale hydraulic model for use in rehabilitating the locks. Both the landward and riverward locks were investigated and recommended design and modifications were furnished to accomplish rehabilitation of both locks although only the landward lock will be completely rehabilitated. Major modifications to the locks will include constructing new intake manifolds, lowering the roof of the filling and emptying culverts and changing their shape, constructing new sidewall ports, replacing the stoney gates with tainter valves, and constructing new culvert outlets. With the rehabilitated system, the lock could be filled in 10.2 min and emptied in 10.6 min with a 4-min valve time and a 37.8-ft lift.

A hydraulic model study was conducted to evaluate filling and emptying system design alternatives for the extension of lock No. 22 and lock No. 25. A 1:25 scale model was constructed to determine the range of lock performance for both locks. The filling system flow capacity was not significantly changed from the original non-extended lock design. The filling time for acceptable chamber performance with the 4.57-m (15-ft) lift was 23.1 min. This filling time was achieved with a 23-min valve. The focus of the study was to determine emptying performance for multiple options of emptying gates built in the extended portion of the lock chamber river wall. Several emptying system designs were studied. The type 2 and 3 design provided the best chamber performance during the emptying operation.

Book excerpt: The purpose of this study is to determine what limitations must be placed on the use of the lock culvert system if used as a means of pool drawdown. Guidelines and operation procedures must be developed and documented to provide instruction for lock operators for lock culvert valve operation during an emergency. The hydraulic model study (Ables 1979) found that low pressures exist in the lock culvert during the unsteady flow of lock operations. The steady flow obtained during pool lowering could produce even lower pressures, which might induce cavitation in the culvert filling and emptying system. These conditions must be considered in any potential long-term operation of the lock system for releases other than normal lock operation. A numerical model study of the lock system would provide information for simulations of different head and tailwater conditions. Discharge and pressures for steady-state flows requires model validation with prototype data for similar operating conditions. Information needed for numerical model validation were the upper and lower pool elevations, gate position, and lock culvert soffit pressures downstream of the filling and emptying valves.
