Book excerpt: A competitive national economy depends, in part, on a workforce development system that provides individuals with labor market skills and gives employers access to qualified workers. In the past, the nation s job training system was fragmented, containing overlapping programs that did not serve job seekers or employers well. 1 To address these problems, the Congress passed the Workforce Investment Act (WIA) in 1998, seeking to create a system connecting employment, education, and training services to better match workers to labor market needs. WIA s requirements represented a significant change from prior workforce development efforts, including, among other things.

Book The Workforce Investment Act and the One Stop Delivery System

Download or read book The Workforce Investment Act and the One Stop Delivery System written by Congressional Research Service and published by CreateSpace. This book was released on 2015-01-13 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Workforce Investment Act of 1998 (WIA; P.L. 105-220), which succeeded the Job Training Partnership Act (P.L. 97-300) as the main federal workforce development legislation, was enacted to bring about increased coordination among federal workforce development and related programs. WIA authorized the appropriation of “such sums as may be necessary” for each of FY1999 through FY2003 to carry out the programs and activities authorized in the legislation. Authorization of appropriations under WIA expired in FY2003 but has been extended annually through the Departments of Labor, Health and Human Services, and Education and Related Agencies Appropriations Act (Labor-HHS-ED). In 2014, Congress passed, and the President signed, a new law—the Workforce Innovation and Opportunity Act (WIOA; P.L. 113-128)—that replaced WIA, the provisions of which start to be implemented in 2015. This report covers WIA and will not be updated. Workforce development programs provide a combination of education and training services to prepare individuals for work and to help them improve their prospects in the labor market and may include activities such as job search assistance, career counseling, occupational skill training, classroom training, or on-the-job training. The federal government provides workforce development activities through WIA's programs and other programs designed to increase the employment and earnings of workers. The WIA system provides central points of service by its system of around 3,000 One-Stop centers nationwide through which state and local WIA training and employment activities are provided and through which certain partner programs must be coordinated. This system is supposed to provide employment and training services that are responsive to the demands of local area employers. Administration of the One-Stop system occurs through Workforce Investment Boards (WIBs), a majority of whose members must be representatives of business and which are authorized to determine the mix of service provision, eligible providers, and types of training programs, among other decisions. Unlike its predecessor, the Job Training Partnership Act (JTPA), WIA provides universal access to its services. Finally, WIA is oriented toward a work first approach to workforce development, such that placement in employment is the first goal of the services provided under Title I of WIA WIA includes five titles: Workforce Investment Systems (Title I), Adult Education and Literacy (Title II), Workforce Investment-Related Activities (Title III), Rehabilitation Act Amendments of 1998 (Title IV), and General Provisions (Title V). Title I, whose programs are primarily administered through the Employment and Training Administration (DOLETA) of the U.S. Department of Labor (DOL), includes three state formula grant programs, multiple national programs, Job Corps, and demonstration programs. Title II, whose programs are administered by the U.S. Department of Education (ED), includes a state formula grant program and National Leadership activities. Title III of WIA amends the Wagner-Peyser Act of 1933, and Title IV amends the Rehabilitation Act of 1973. Title V includes provisions for the administration of WIA.

Book Reauthorizing the Workforce Investment Act

Book excerpt: The federal government last reauthorized its investment in the nation's workforce system in 1998 with the Workforce Investment Act. As Congress and the Obama Administration move forward with reauthorizing WIA, building on the successes of the current system gives us a head start. WIA is also an important vehicle for aligning incentives and strategies across economic development, secondary and postsecondary education, and the employment and workforce systems, and for doing so at the federal, state and local levels. JFF provides these recommendations to help Congress revisit the act as part of a broader push for coherent, comprehensive, and effective support of workforce and economic development in the nation. JFF envisions a modernized workforce development system that is: powerful enough to build and maintain a 21st century workforce; multifunctional, to meet the needs of youth, workers, employers, and communities; and flexible, to adapt to a dynamic, competitive global economy. Book excerpt: The Congress passed the Workforce Investment Act (WIA) in 1998 seeking to create a system connecting employment, education, and training services to better match job seekers to labor market needs. However, questions have been raised about how WIA funds are being used and, in particular, how much is being spent on training. Contributing to the concern about the use of WIA funds is the lack of accurate information about the extent to which WIA participants are enrolled in training activities. GAO was asked to determine (1) the extent to which WIA funds are used for training, (2) how local workforce boards manage the use of Individual Training Accounts (ITA) and what challenges they have encountered, and (3) what is known at the national level about outcomes of those being trained. GAO Found that local workforce boards used an estimated 40 percent of the WIA funds they had available in program year 2003 to obtain training services for WIA participants. Nationally, local boards had approximately $2.4 billion in WIA funds that were available to serve adults and dislocated workers during program year 2003 and used about $929 million for training activities. The remaining funds paid for other program costs as well as administrative costs. We estimate that 416,000 WIA participants received training during the year. However, because some individuals may have received more than one type of training, this count may include some individuals more than once. Most of the participants received occupational classroom training purchased with ITAs, which are established on behalf of an eligible participant to finance training services. The following are appended: (1) Objectives, Scope, and Methodology; (2) Summary of Adult and Dislocated Worker Formula Funds for Program Year 2003; (3) Comments from the Department of Labor; and (4) GAO Contact and Staff Acknowledgments.

Book excerpt: The Workforce Investment Act of 1998 (WIA) required that many federal workforce employment and training programs for low-income individuals, the unemployed, and other job seekers provide their services through a streamlined delivery system. WIA also promoted greater employer engagement in this delivery system by, among other things, calling for it to help meet employers' workforce needs with services provided through one-stop centers. In 2005, we found that about half of employers were aware of their local one-stop centers. However, questions remained about how employers use them. In this report, GAO addressed (1) the extent to which employers, both large and small, hire their employees through one-stops; (2) the extent to which these employers view one-stop services as useful; and (3) factors that may affect one-stop service to employers. To answer these questions we surveyed employers who had used the one-stop system, visited eight one-stops, and talked to one-stop and Labor officials.

Book excerpt: " As the United States continues to face high unemployment in the wake of the recent recession, federally funded workforce programs can play an important role in bridging gaps between the skills present in the workforce and the skills needed for available jobs. The Workforce Investment Act of 1998 (WIA) sought to strengthen the connection between workforce programs and employers, but GAO's prior work has found that collaboration remains a challenge. With WIA currently awaiting reauthorization, GAO reviewed (1) factors that facilitated innovative collaborations among workforce boards, employers, and others; (2) major challenges to collaboration; and (3) actions the Department of Labor (Labor) has taken to support local collaborative efforts. GAO examined 14 local initiatives identified by experts as among the most promising or innovative efforts in which local workforce boards collaborated effectively with employers and other partners to achieve positive results. GAO interviewed representatives of the 14 initiatives and officials from five federal agencies. GAO also reviewed reports on the initiatives and relevant federal laws, regulations, and other documents. "
