Book excerpt: After Hurricanes Irma and Maria caused widespread destruction across the U.S. Commonwealth of Puerto Rico, FEMA tasked the Homeland Security Operational Analysis Center (HSOAC) to work with the government of Puerto Rico, federal agencies, and other stakeholders to write a congressionally mandated economic and disaster recovery plan. This report summarizes HSOAC's strategic planning process to support the government of Puerto Rico in its development of the recovery plan. The HSOAC team developed nearly 300 potential recovery actions (courses of action) that Puerto Rico could take to repair damage from the hurricanes and address longer-term economic recovery needs. The courses of action delineate potential activities, policies, programs, and strategies designed to further the goals prioritized by the government of Puerto Rico and other stakeholders. Each individual course of action describes an approach to addressing a problem associated with hurricane damage or with a preexisting condition that inhibits economic recovery. To develop the courses of action, the HSOAC team aligned 12 teams with the FEMA sectors supporting the National Disaster Recovery Framework, ranging from water to housing. For each course of action, the team estimated the costs that would likely be incurred and identified potential sources of funding for implementation. The extent of the hurricane damage, combined with the preexisting economic challenges, meant that the recovery actions identified covered every aspect of a modern economy. The hundreds of courses of action represent complex actions that need to be understood in context with how they redress these challenges, with insights into how they connect with the key interests of inclusiveness and innovation, what their contributions will be toward meeting the strategic objectives that the governor of Puerto Rico identified, and their impact on the total cost of the plan. To help the government of Puerto Rico select a cohesive and effective set of courses of action for its recovery plan, the HSOAC team bundled these courses of action into portfolios and developed a unique decision support tool to summarize and synthesize possible options. Ultimately, the analysis and support provided by the HSOAC team facilitated the governor's final decision on which courses of action and portfolios to select, but neither HSOAC nor the decision support engagements exclusively determined the content of the final recovery plan.

The SETS approach to analyzing hurricane effects places into historical context the role of social and technological factors, and compares social and ecological resilience on the same temporal scales. Written from the perspective of a Puerto Rican scientist who experienced Maria's wrath first-hand, the book uses extensive empirical knowledge of the ecological effects of hurricanes on Caribbean forests and combines that knowledge with a detailed analysis of the effects of Hurricane María on the social and technological fabric of Puerto Rico. The comparison suggests that the effects of extreme events are dictated not only by the strength of the physical event, but also by the conditions of affected SETS at the time when the event exerts influence over them. Moreover, SETS have historical legacies that influence how resilient they can be when affected by an extreme event. Therefore, preparation and response to extreme events require an integrated social, ecological, and technological effort, known as the SETS response. The SETS response requires an understanding of the energetics of extreme events and their effects on the economy, which in turn determines social and technological resilience. Hurricane María demonstrated that the social and technological systems of Puerto Rico were not adapted to dealing with extreme events, in contrast with the ecological systems, which were. Hurricane María’s effect on Puerto Rico can be used as an example from which valuable lessons emerge for making SETS more adaptable and resilient to extreme events.

Book excerpt: The displacement of Puerto Rican people due to social, political, and economic factors has created a cycle of disrepair, where migration trends due to precarious economic conditions prevent economic growth. The housing market on the island has also been affected, resulting in more people losing their homes or becoming rent-burdened. This report aims to understand Puerto Rico's socioeconomic situation, taking into consideration the impact of Hurricane Maria. To achieve this, an extensive literature review was conducted using reports from governmental agencies and nonprofit organizations, academic research papers, and news articles. US Census and American Community Survey data were also used to examine trends in the economy, demographics, and housing over the study period. The report is divided into three chapters: pre-storm conditions, storm impact, and post-storm conditions. The research found that Puerto Rico's economic crisis was triggered by changes in tax law that repealed incentives for foreign companies to locate on the island, leading to a shift from manufacturing to a service-based economy. This resulted in younger families migrating due to a lack of alternatives, with Hurricane Maria worsening the situation by damaging the island's physical and economic infrastructure and prompting a population relocation. Recovery efforts have focused on attracting foreign investment rather than addressing preexisting issues, resulting in slow progress. Hundreds of thousands of homes were damaged, and millions lost power for days. This study seeks to investigate how that devastation affected the housing prices in Puerto Rico. We collected 1001 single-family house data from the Zillow website between 2018 to 2021. For the causal inference (treatment-effect), distance buffer from the tract, location (house is on the right or left side of the hurricane path), and flood zone (house located in a flood zone or not), etc., were used as part of the primary identification strategy. We also combined the traditional hedonic price model with Regression Discontinuity Design (RDD) to measure the hurricane's causal (treatment) effect on housing prices. First, findings from the basic difference-in-difference hedonic price models indicated a downward trend/pattern of housing prices in post-hurricane years. We then used sharp and fuzzy RDD models with single and multiple cut-offs to estimate similar specifications. The RDD results also confirm the negative trend of falling prices. Given that findings from traditional hedonic pricing models may be plagued by the small samples of recent sales information, we ran various specifications of the spatial hedonic models using Kriging to find the best predictor of housing prices in Puerto Rico. Identifying the best functional form of spatial hedonic models can help Puerto Rican policymakers, and future researchers analyze housing price fluctuation in Puerto Rico in the aftermath of a major natural disaster.

Book excerpt: Puerto Rico has suffered the compounded effects of multiple disasters since the devastating impacts of Hurricanes Irma and Maria in September 2017. At the end of 2019, the island was impacted with recurrent seismic activity in the southwest region, and in January 2020 the unset of the COVID-19 pandemic. All these disasters are underscored by a crush¬ing debt crisis and a federally mandated austerity regime since 2016. Recent disasters have revealed serious vulnerabilities in Puerto Rico's prepared¬ness planning, institutional response capacity and coordination, resource management at various levels of implementation, data availability, and the lack of suitable and accessible mechanisms to sup¬port adequate local community engagement. The collection of studies included in this special volume of CENTRO Journal show evidence of how post disaster recovery is progressing in Puerto Rico, the challenges and opportunities for local participation in reconstruction programs, and the potential of nonprofit organizations, municipalities, and local businesses to contribute to post disaster recovery in Puerto Rico. To date, the available evidence leads to a portrait of an uneven recovery. The studies included in this volume indicate that the long-term impact of post-disaster federal funding for economic recovery is contingent on implementing a comprehensive strategy for reforming public policy to encourage and support nonprofit developers' participation in reconstruction programs, building industry capacity by strengthening intermediaries and CDCs, encouraging intra-industry partnerships and collaborations, and providing professional development for economic recovery.

Book excerpt: In September of 2017, Hurricane Irma and Hurricane Maria, both category 5 hurricanes, swept across the Caribbean, including the U.S. Territory island of Puerto Rico. These two storms, particularly Hurricane Maria, caused catastrophic damages from high winds and flooding to the island paradise. This research investigates the direct effects that Hurricane Maria had on the residential construction industry within Puerto Rico and evaluates how to better prioritize and manage these types of efforts in the future. This research was initiated to identify challenges and opportunities that have been encountered within the Puerto Rican construction industry during the first year of reconstruction, post-Hurricane Maria. Residential structures that were built using current building codes experienced minimal storm damage. Many of the damaged residential structures, on the other hand, were made up of informal construction, predominantly using light wood framing methods. Unfortunately, homes built using informal construction practices were not insured nor eligible for government rebuilding assistance. Therefore, these damaged structures will more than likely be rebuilt using informal building practices again. Other immediate challenges faced by the construction industry included finding skilled labor and creating access to resources. The results of this research can be used to help prioritize reconstruction efforts and provide best practices following other similar disasters that will inevitably occur in the future. This research is unique in that it specifically targets the construction industry's experience and ultimately the ability to increase the effectiveness of the critical role the construction industry plays in rebuilding efforts.

Book excerpt: For this Project in Lieu of Thesis, I will present a redefined version of tropical architecture that responds to the current circumstances of Puerto Rico. I will design an apartment complex that will respond harmoniously to the climate of Puerto Rico. Following design techniques associated with tropical architecture, the project will provide the necessary comfort of living by mainly utilizing passive design tools. Due to the island's recent "encounters/confrontations" with natural disasters, resiliency must also play a key role in the design. In order to achieve this goal, I will be conducting research on various aspects of tropical architecture and Puerto Rico. Understanding what constitutes tropical architecture as a branch of the discipline is a must in order to have a base from where my design shall start. By conducting case study analysis from projects from various tropical countries, I will comprehend the characteristics of tropical architecture and see what aspects can work for my design. I will also undergo a brief dive into Puerto Rico's history to recognize the trends of architectural typologies that have been utilized and how they have inspired or affected the contemporary designs. I will take a specific interest in the architecture of the island's modernization during the 1950s as this is the time where many of the design standards being utilized today first started to appear. From this investigation, case study analysis will be conducted of modern and contemporary neighborhoods and projects from Puerto Rico to formally understand architectural techniques being utilized on the island. Another aspect to research is the recent natural disaster events that have devastated the island. From historic hurricanes like Irma and Maria in 2017, to the ruthless earthquakes that hit the South of the island to start 2020, Puerto Rico has been battling to survive. By understanding the various statistics from the recent events to see the damages caused by them, I can design a structure that can withstand future events while also being resilient to recover once the damages have impacted. As climate change continues to worsen, and as services on the island continue to increase in price (food, gas, electricity, water, etc.), the idea of this project is to broaden the minds of those affected by these issues and demonstrate that a different course of action must be taken to combat them. Puerto Ricans should accept the climate as part of our culture, as part of who we are as people. By providing a refreshing alternative to housing on the island, Puerto Ricans will be willing and eager to demand tropical architecture in the future.
