It is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Seit den 1970er Jahren entwickelte sich eine Öko-Kritik an der sowjetischen Modernisierung, die in der Perestrojkazeit an Fahrt aufnahm. Letztendlich trugen die ökologischen und ökonomischen sowie sozialen Folgewirkungen der wachstumsfixierten Modernisierung zum Zusammenbruch des kommunistischen Regimes bei. Officials, engineers and scientists in the Russian Empire and later the Soviet Union envisaged the expansion and modernization of irrigation systems and cotton growing in Central Asia. Focusing on the region of today's Uzbekistan and Turkmenistan, this book highlights the continuities in discourse and policies beyond the historical divide of 1917. One of the central topoi was the transformation of 'dead' lands into 'blossoming oases'. High modernism policies hit their peak in the post-war decades. From the 1970s, an ecological critique evolved which gained momentum in the Perestroika period. Ultimately, the grave ecological, economic and social consequences of the growth-fixated modernization contributed to the downfall of the Communist regime.

This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change. Providing practical policy solutions, this study will prove a fascinating and invaluable read for academics and scholars of development studies, resource management, and irrigation studies, as well as development specialists in international agencies, policymakers in governments and international donor agencies.

Book excerpt: Iran is facing a serious water scarcity and the Government of Iran is trying to implement technical and institutional measures to meet the challenge. One of the key strategies being persuaded by the Iranian authorities is the devolution of management responsibility to users. Thus, irrigation management transfer (IMT) has been adopted as a key strategy to improve the operation and maintenance, and thereby reduce losses, and enhance the sustainability of irrigation infrastructure. However, IMT efforts are at an inception stage and are largely happening in areas where infrastructure is under rehabilitation. The key objective of this paper, thus, was to review the ongoing IMT efforts in the two provinces of Iran, as well as the lessons from the neighboring countries, and propose a viable framework for implementing IMT. To get the first hand information of the IMT activities in Iran, field visits were carried out in the provinces of Qazvin and Kermanshah where two big pilot projects are being carried out. For comparative analysis of the IMT situation in neighboring countries, a comprehensive review of experiences in Sri Lanka, India, Pakistan, Turkey and Central Asia was carried out through literature survey. Based on the synthesis of lessons from this exercise, the paper proposes a framework for irrigation management transfer in Iran.
