Book excerpt: With both achievements and persistent challenges over the last few decades, ensuring food security remains a priority for policymakers and development efforts in Indonesia. Setting aside some backsliding resulting from the Covid-19 pandemic, Indonesia’s poverty reduction journey has come a long way since the Asian financial crisis to less than 10% by 2019. Likewise, meaningful progress has been seen in daily calorie consumption and a declining stunting rate. But despite these gains, many challenges are evident. On the production side, agriculture struggles to promote productivity, community livelihood, and sustainability—a challenge made more pronounced by increased extreme weather events, climate change, and emissions . Meanwhile, on the consumption side, not everyone enjoys access to food and nutrition security equally. Modernizing agriculture is seen as a potential response to challenges in agriculture. Increased investment in agricultural mechanization and digital technologies provides a critical avenue to transform the sector into a more inclusive, efficient, and sustainable system. With the expected increase in productivity and income—including for smallholder farmers—agricultural modernization will help Indonesia’s economy structurally transform and finally shift off-farm toward higher-paying, higher-productivity sectors outside of agriculture. The challenges facing Indonesia's food security and modernization efforts in agriculture set the broad context for this book. While solutions to food insecurity are complicated and involve many stakeholders, this book focuses on optimizing the private sector’s role in improving food security. The Center for Indonesian Policy Studies (CIPS) has gathered expertise on a range of topics related to improving Indonesian agriculture and food security and the private sector’s contribution. CIPS is an independent, non-profit, non-partisan think tank advocating for practical policy reforms informed by evidence-based policy research and analysis. CIPS presents this book as part of its commitment to empowering Indonesians to lead prosperous and peaceful lives by supporting open food trade and agriculture markets to ensure food security and sustainable livelihoods. Book excerpt: Indonesia has managed to combine high rates of growth, rapid reductions in rural poverty and a significant structural transformation of its economy all at the same time without a big increase in urban manufacturing. Agriculture was a critical part of this transformation through two important channels. First, export-oriented agriculture, particularly palm oil and rubber contributed to rising foreign exchange receipts and helped make compatible rapid growth without balance of payments pressure on the macro economy. Second, through the release of workers from low productivity agriculture to more productive nonagricultural activities, structural change contributed between 25 and 50 percent of the rise in national labor productivity depending on the period. The government also played an important role in agricultural development and productivity growth. Public investments in irrigation in combination with subsidies for fertilizer and improved seeds increased agricultural productivity generating an adequate supply of food for domestic needs with less labor.

Book excerpt: Despite the importance of Southeast Asia (SEA) region in the world for economy and agriculture, and despite reported evidence of the modernization of various aspects of the agricultural sector, the information has not been compiled in ways that provides more representative insights of the regions, as well as chronological, dynamic perspectives across different aspects of the overall agricultural developments. This report partly fills this knowledge gap by summarizing the key characteristics in SEA region of the agricultural development, as well as changes in related outcomes, such as nutrition, natural resource endowments, and the labor movement into non-farm economies. In doing so, the report gathers secondary cross-country data on key aspects of the agricultural modernization and diversification. Overall, the SEA region has seen a relatively fast movement of labor out of the agricultural sector into non-farm sectors including trade, restaurants and hotel industries in the last few decades, leading to higher labor productivity growth than land productivity growth. Despite the important roles of trade, the agricultural production within the region and in each country continues to account for important sources of food and nutrition. The modern production technologies and inputs have spread constantly within the region, but with considerable time lags across countries. The growth of vegetable oils and aquaculture production have been considerable, and contrast with South Asia (SA)where similar patterns have been observed for vegetables and milk production. The public sector has played important roles in agricultural research and development (R&D)on genetic improvements, and infrastructure development, while keeping the nominal assistance to the sector through market interventions to a relatively modest level, which has been accompanied by the significant growth of the private-sector participation in the provisions of inputs, services and agricultural finance. The agricultural modernization in SEA region has, however, been also associated with some negative outcomes, including continued degradation of natural resources like water and forest areas in which SEA has been relatively rich historically, and gradual increases in certain types of malnutrition including overweight and diabetes.
