Mandle offers an explanation of the region’s continuing underdevelopment. Through the use of an analytical framework derived from the works of Marx and Kuznets, the book focuses attention on technological change as the driving force behind economic modernization. Persistent Underdevelopment begins by exploring how plantation agriculture had a limiting effect on industrial growth. Ultimately, plantation dominance receded; technological stagnation continued, however, and, under British colonial policy the Caribbean failed to modernise. The post-World War II era brought new efforts at modernisation through the economic policies of the left regimes of Manley, Burnham and Bishop. The concluding chapters point the way to policies that would enable the Caribbean to escape its current poverty and become an effective participant in world markets, finally achieving the goal of modern economic development.

A number of impediments to future development in the Caribbean, including the small size of the countries and companies in the region, limited infrastructure development and trade policies that feature government reliance on tariff revenue are reviewed. Furthermore, a number of policies are identified and discussed in this book that could help speed development by increasing the scale of markets for Caribbean countries. To address problems faced by small economies and enterprises, this book examines the ways in which the U.S. could increase regionally focused assistance, such as through the creation of educational programs designed to facilitate understanding of export opportunities and trade benefits, as well as through programs to improve understanding and compliance with international regulations regarding port security and food safety. Infrastructure improvements, along with skilled and educated work force, have been identified as the crucial factors for investors in the Caribbean, particularly in higher wage sectors. This book suggests that, to address limitations in port infrastructure, the U.S. could improve co-ordination on shipping and security issues with Caribbean countries to increase shipping reliability and to reduce time to market. The U.S. could also support training programs to increase the number of skilled workers in the region.

Book excerpt: This paper hypothesizes that there is a common explanation for the limited success Caribbean nations have experienced in achieving two inter-related objectives: economic integration and rapid economic growth. The outflow of highly trained and educated people from the region stands among the highest in the world. The magnitude of this emigration has deprived the Caribbean of the human capital necessary to secure both goals. With this the case, CARICOM needs a significant number of its highly educated overseas residents to return home, bringing with them both entrepreneurial ability and an integrationist perspective. The paper explores the incentives that would be necessary to generate a return flow of “new Argonauts.”
