Book excerpt: The last volume of the Discourses of Collective Identity in Central and Southeast Europe 1770–1945 series presents 46 texts under the heading of "antimodernism". In a dynamic relationship with modernism, from the 1880s to the 1940s, and especially during the interwar period, the antimodernist political discourse in the region offered complex ideological constructions of national identification. These texts rejected the linear vision of progress and instead offered alternative models of temporality, such as the cyclical one as well as various narratives of decline. This shift was closely connected to the rejection of liberal democratic institutionalism, and the preference for organicist models of social existence, emphasizing the role of the elites (and charismatic leaders) shaping the whole body politic. Along these lines, antimodernist authors also formulated alternative visions of symbolic geography: rejecting the symbolic hierarchies that focused on the normativity of Western European models, they stressed the cultural and political autarchy of their own national community, which in some cases was also coupled with the reevaluation of the Orient. At the same time, this antimodernist turn should not be confused with rightwing radicalism—in fact, the dialogue with the modernist tradition was often very subtle and the anthology also contains texts which offered a criticism of 'modern' totalitarianism in an antimodernist key.

Book excerpt: A History of Modern Political Thought in East Central Europe is a synthetic work, authored by an international team of researchers, covering twenty national cultures and 250 years. It goes beyond the conventional nation-centered narratives and presents a novel vision especially sensitive to the cross-cultural entanglement of political ideas and discourses. Its principal aim is to make these cultures available for the global 'market of ideas' and revisit some of the basic assumptions about the history of modern political thought, and modernity as such. The present volume is the final part of the project, following Volume I: Negotiating Modernity in the 'Long Nineteenth Century', and Volume II, Part I: Negotiating Modernity in the 'Short Twentieth Century' (1918-1968) (OUP, 2018). Its starting point is the defeat of the vision of 'socialism with a human face' in 1968 and the political discourses produced by the various 'consolidation' or 'normalization' regimes. It continues with mapping the exile communities' and domestic dissidents' critical engagement with the local democratic and anti-democratic traditions as well as with global trends. Rather than achieving the coveted 'end of history', however, the liberal democratic order created in East Central Europe after 1989 became increasingly contested from left and right alike. Thus, instead of a comfortable conclusion pointing to the European integration of most of these countries, the book closes with a reflection on the fragility of democracy in this part of the world and beyond.

Therefore, our nation should not merely grow in power, strengthen its character, and foster in people the feeling of love for homeland, but also---inasmuch as it is possible---breath the fresh breeze of humanity's general progress, feed it to the nation, absorb its creative energy. Until now, we have trusted and lived only in the weary conditions, conditions devoid of health-giving elements---now, as a result the nation's heart beats too slowly and its mind works too tediously. We ought to open our windows to Europe, to the wind of continental change and allow it to air our sultry home, since as not all health comes from the inside, not all disease comes from the outside.

Book excerpt: A quarter of a century after the fall of the Berlin Wall, and from the vantage point of a post-Cold War, globalised, world, there is a need to address the relative neglect of postcommunism in analysis of postcolonial and neo-colonial configurations of power and influence. This book proposes new critical perspectives on several themes and concepts that have emerged within, or been propagated by, postcolonial studies. These themes include structures of exclusion/ inclusion; formations of nationalism, structures of othering, and representations of difference; forms and historical realisations of anti-colonial/anti-imperial struggle; the experience of trauma (involving issues of collective memory/amnesia and the re-writing of history); resistance as a complex of cultural practices; and concepts such as alterity, ambivalence, self-colonisation, dislocation, hegemonic discourse, minority, and subaltern cultures.? Taken together, this volume suggests that some of the methodological instruments of postcolonial criticism can be fruitfully applied to the study of postcommunist cultures and, conversely, that the experience of the Soviet brand of imperialist rule in the form of communism in East-Central Europe can function as an ideological moderator in Third-World oriented, Marxist-inspired, postcolonial discourses. Post-communism can be understood as a period of scarcity and preponderance of ideas, the dramatic eclipsing of the dissident legacy (as well as the older political traditions), and the rise of technocratic and post-political governance. This book, grounded in empirical research sensitive to local contexts, proposes instead a history of adaptations, entanglements, and unintended consequences. In order to enable and invite comparison, the volume is structured around major domains of political thought, some of them generic (liberalism, conservatism, the Left), others (populism and politics of history) deemed typical for post-socialism. However, as shown by the authors, the generic often turns out to be heavily dependent on its immediate setting, and the typical resonates with processes that are anything but vernacular.

Offering a balance between historical overview and analysis of past and present case studies, Elisabeth McMahon and Corrie Decker demonstrate that Africans have always co-opted, challenged, and reformed the idea of development, even as the western-centric development episteme presumes a one-way flow of ideas and funding from the West to Africa.

Book excerpt: Around 1900 cities in Southern and Eastern Europe were persistently labeled "backward" and "delayed." Allegedly, they had no alternative but to follow the role model of the metropolises, of London, Paris or Vienna. This edited volume fundamentally questions this assumption. It shows that cities as diverse as Barcelona, Berdyansk, Budapest, Lviv, Milan, Moscow, Prague, Warsaw and Zagreb pursued their own agendas of modernization. In order to solve their pressing problems with respect to urban planning and public health, they searched for best practices abroad. The solutions they gleaned from other cities were eclectic to fit the specific needs of a given urban space and were thus often innovative. This applied urban knowledge was generated through interurban networks and multi-directional exchanges. Yet in the period around 1900, this transnational municipalism often clashed with the forging of urban and national identities, highlighting the tensions between the universal and the local. This interurban perspective helps to overcome nationalist perspectives in historiography as well as outdated notions of "center and periphery." This volume will appeal to scholars from a large number of disciplines, including urban historians, historians of Eastern and Southern Europe, historians of science and medicine, and scholars interested in transnational connections.
