The Process and the Consequences on Strategies and Organisational Structures", published by Springer-Verlag, we have decided to set up a new group of researchers to study the present changes within the European postal systems and the privatisation developments. Starting from our competencies and specific knowledge - financial markets and management of bank intermediaries - our research has basically focussed onto the posts' financial services offer and their future perspectives. The subject is particularly interesting considering the radical changes, which are giving to 'the postal activity and the competition itself a new profile. And this reality paves the way to new opportunities in the market segment of financial services for retail customers and, at the same time, it brings in new threats. Our approach is the approach of compared analysis in Europe in order to detect common trends in the development or possible specific features, as well as positioning perspectives of the different national Posts in the single market of financial services. Our working group has benefited from the collaboration of researchers and experts with different nationality, university education and experience. Eminent representatives of postal companies, regulation and control bodies, banks and financial institutes have been interviewed and have allowed precious elements to deepen our knowledge and capacity of interpreting the present trends.

In The Politics of Postal Transformation Robert Campbell investigates and analyses the most important policy innovations in recent years as countries struggle to create a postal regime that matches domestic political expectations with international and technological realities. This rapid increase might be justifiable if service had improved commen-surately, but in fact postal service has steadily deteriorated. The Postal Service concedes that it takes ten percent longer to deliver a first class letter than it did in the 1960s, and one recent postmaster general admits that delivery may have been more reliable in the 1920s. In this volume, Adie reviews the failures of the U.S. Postal Service - an inability to innovate, soaring labor costs, huge deficits, chronic inefficiency, and declining service standards. He blames most of these problems on the postal service's monopoly status. Competition produces efficiency and innovation; monopoly breeds inefficiency, high costs and stagnation. He also examines the experiences of other countries and other industries that may be valuable in prescribing reform for the postal service. The breakup of AT&T provides lessons that may be applied to postal reform. The long-run effects of deregulation on the airline industry are also examined. Since the postal service has serious union problems, Adie looks at the air traffic controllers' strike and other evidence on pay and labor relations in government unions. Finally, Adie examines the experiences of Canada and Great Britain with privatization of government companies. He then offers a comprehensive - and controversial - reform plan for the U.S. Postal Service, with no further monopoly privileges or taxpayer subsidies. In Postal culture in Europe, 1500-1800, Jay Caplan provides the first historical and cultural analysis of the practical conditions of letter-exchange at the dawn of the modern age.Caplan opens his analysis by exploring the economic, political, social and existential interests that were invested in the postal service, and traces the history of the three main European postal systems of the era, the Thurn and Taxis, the French Royal Post and the British Post Office. The report welcomes assurances that Scotland would not be made exempt from the universal service obligation. Further clarification is needed on Ofcom's power to designate more than one universal service provider. Ofcom should be required to consult with consumers, small businesses and vulnerable users in remote, rural and island communities in Scotland before it recommends any changes to the existing USO. There are considerable advantages to a long, stable and robust relationship between Royal Mail Group and Post Office Ltd and the Committee recommends that a ten year Inter Business Agreement should be reached prior to any sale of Royal Mail. On the Post Office network, the Bill makes no provision for the number of Post Offices and does not set out criteria for access to the network, a matter of concern because the current criteria could be met by 7,500 branches rather than the existing 11,500 branches. This could lead to many closures in Scotland. The Committee recommends that the Government gives assurances to preserving the existing network of branches. Elements of Outreach Post Offices, which replaced 102 Post Office branches in rural and remote parts of Scotland, are not sufficiently robust or reliable to provide an adequate service, according to the Committee, and it fears the new Post Office Local risks downgrading the service further. Improvements should be delivered as a matter of urgency.
