Proud as they were of the Navy's achievements in the past, they failed for a long time to exhibit any interest in its present or future, and met all claims for its re-establishment by a denial of its usefulness, or by a lazy opti mism of indifference which smilingly put the question by. Indeed, at one time, the popular solicitude disappeared completely, and outside of the service there was manifested neither an alarm at its degeneracy nor an appreciation of the dangers this made possible. With an apathy inexplicable upon any rational grounds, the notes of warning sounded by experts were unheeded, and the law-makers contented themselves by pinning their faith to what they called the creative possibilities of American genius. They accepted this fallacy as a fact, they made this phrase a fetich, and with a fatuous hope believed it could, by some cc cult inspiration, in the event of sudden, sharp, and short war, save them from the fighting-machines which twenty years of tireless experiment had perfected abroad. In the end, by a neatly balanced policy of pride and folly, the Navy was exhausted almost to dissolution. Then Con gress lazily bestirred itself to action, and prescribed as a remedy three unarmored cruisers and a despatch-boat.. Heroic treatment, not homoeopathy, was needed; but, thanks to a naturally Vigorous constitution, the bolus sufficed to lift the patient out of the throes, and to encourage him into a languid convalescence. Lucki ly, the vessels became a party question, and their historic tribulations did so much towards educating the nation that a public sentiment was aroused which made a modern navy possible. It must be confessed, however, that the demand even yet is not so vociferous as to dominate all other issues, though there is apparent everywhere a quickening de sire for the country to take, if not the first, at least a respectable, place among the great maritime powers. In a former volume I attempted to supply this defect in the historical records, which will be available for future generations, so far as the Grand Fleet was concerned, during my period as its Commander-in-Chief. The present volume, which was commenced and nearly completed in 1918, was to have been published at the same time. My departure on a Naval mission early in 1919 prevented me, however, from putting the finishing touches to the manuscript until my return this spring. I hesitated as to the publication of this portion of what is in effect one complete narrative, but eventually decided not to depart from my original purpose. There is some reason to believe that the account of the work of the Grand Fleet gave the nation a fuller conception of the services which the officers and men of that force rendered in circumstances which were necessarily not easily appreciated by landsmen. An attempt has been made to treat the subject from the naval officer's standpoint, and certain parts of the subject have been treated at some length with a view of meeting their special requirements. I am indebted to several officers for valuable suggestions as to the subject-matter likely to be of most use. The blank pages at the end have been inserted in order to provide space to note particulars and details peculiar to the ship on which an officer is serving, and to note changes of practice which may occur. The text is illustrated by a large number of carefully drawn diagrams. A number of questions have been prepared as an Appendix. These questions in many cases are designed to lead to inquiry and discussion, and cannot be directly answered from the text. I am indebted to the Controller of the Navy, Rear-Admiral W.H. May M.V.O., for his permission to undertake the work, and to the Director of Naval Construction, Philip Watts, Esq, F.R.S., LL.D, for his kindly interest in the undertaking. Book excerpt: Excerpt from Our Navy's Part in the Great War Our "First Line Defense" By Josephus Daniels Secretary of the Navy The more the American people know about their Nay and its achievements, the greater will be their pride and confidence in it. Our experiences in the war have convinced me that the Navy can accomplish any task it may undertake, and that it is ready and willing to undertake almost anything that needs to be done. In the war, the Navy was called upon to undertake many novel and untried tasks, but whenever any new and difficult duty was imposed, the entire service, from admirals to apprentice seamen, responded with enthusiasm and went at it with the initiative and energy which compelled success. When we were called upon to arm American merchant vessels, hundreds of expert gunners were required and many more guns than seemed possible to secure, of the calibres necessary. But we got the guns and the gunners, and it was not long before practically all American vessels sailing the war zone were armed and carried naval gun-crews. When war was declared we possessed few of the auxiliary vessels required for scouting, patrol and other duties, but they were secured. We needed five times as much anti-submarine craft, and we built submarine chasers and destroyers by the hundred. There were few transports available when the Navy was entrusted with the transportation of American troops to France, but, from small beginnings, the Cruiser and Transport Force was built up into a huge fleet. Two million American troops were safely transported to France, with large assistance from the British, and such aid as the French and Italians could furnish; about 950,000 of these being carried over in American vessels. The manning and operation of troop-ships and cargo transports by the Navy required hundreds of crews. These were ready when required, and hundreds of thousands of soldiers and millions of tons of munitions and supplies were transported in vessels manned by the Navy. These joint operations of Army and Navy were conducted in the closest co-operation, and their success reflects the highest credit on both. In this war it has been in fact, as well as in name, a "United Service." One of the most gratifying features of the war has been the close co-operation of the Allied navies.
