It is hoped that these sections will strengthen the idea of continuity - that all history is the story of institutions and ideas changing to meet changed conditions. Anyone who wishes to give a true picture of modern Europe and its development must deal with many controversial questions. Of course no one yet knows the correct answer to many of the problems raised in this book. We have tried to give both sides of these ques tions, not always attempting to conceal our own opinions. To safe guard pupils against opinions that may be unsound we have advised them in Chapter I that this book, like any other on history, must be studied with a critical point of view. In the questions for discussion at the end of each chapter we have further challenged them to test their own opinions against ours. We urge teachers to encourage pupils to question opinions expressed here and elsewhere, believing that a critical attitude toward all sources of information is one of the most valuable products of good teaching.
