A simple comprehensive treatment of the energy sector is emphasized. The input output model is directly incorporated in the Energy system LP. The major supply sectors, as well as the major energy using industries, are modelled as capacity expansion problems, in which explicit distinction is made between capital stock and energy flows. For most developing countries the notion of energy supply curves is far fetched, since energy prices are set by planning authority, not established by market clearing equilibrium.

Book excerpt: "Driven by ideology, economic reasoning, and early success stories, vast amounts of financial resources and effort have been spent on reforming infrastructure industries in developing countries. It is therefore important to examine whether evidence supports the logic of reforms. The authors review the empirical evidence on electricity reform in developing countries. They find that country institutions and sector governance play an important role in the success and failure of reform. And reforms also appear to have increased operating efficiency and expanded access to urban customers. However, the reforms have to a lesser degree passed on efficiency gains to customers, tackled distributional effects, and improved rural access. Moreover, some of the literature is not methodologically robust and on par with general development economics literature. Further, findings on some issues are limited and inconclusive, while other important areas are yet to be addressed. Until we know more, implementation of reforms will be more based on ideology and economic theory rather than solid economic evidence. "--World Bank web site.

This book presents a pluralistic perspective on efforts, problems and successes in this area. This collection of papers was originally prepared for an international symposium titled Economic Modelling of Sustainable Development: Between Theory and Practice, which was hosted by the Vrije Universiteit in Amsterdam, on December 20th 1996. The main motivation for this symposium was that the usefulness of the concept of sustainable development for theoretical and applied modelling is still being debated; growth theorists, resource economists, ecological economists, policy makers and many others are trying to deal with the concept in various, and sometimes conflicting, ways. The aim of the symposium was to bring together different theoretical and implementational perspectives on modelling for sustainable development. We hope that this volume will inform a wide audience about the perspectives and progress in this important area of research, as well as stimulate further research, notably on applied modelling and practical methods for the analysis of sustainable development at various (spatial) scales. The papers have, in due course, been revised several times based on comments made by discus sants, referees and the editors.
