Available in PDF, EPUB and Kindle. Book excerpt: Spatial fixity is one of the characteristics that distinguishes housing from most other goods and services in the economy. In general, housing cannot be moved from one part of the country to another in response to shortages or excesses in particular areas. The modelling of housing markets and the interlinkages between markets at different spatial levels - international, national, regional and urban - are the main themes of this book. A second major theme is disaggregation, not only in terms of space, but also between households. The book argues that aggregate time-series models of housing markets of the type widely used in Britain and also in other countries in the past have become less relevant in a world of increasing income dispersion. Typically, aggregate relationships will break down, except under special conditions. We can no longer assume that traditional location or tenure patterns, for example, will continue in the future. The book has four main components. First, it discusses trends in housing markets both internationally and within nations. Second, the book develops theoretical housing models at each spatial scale, starting with national models, moving down to the regional level and, then, to urban models. Third, the book provides empirical estimates of the models and, finally, the models are used for policy analysis. Analysis ranges over a wide variety of topics, including explanations for differing international house price trends, the causes of housing cycles, the role of credit markets, regional housing market interactions and the role of housing in urban/suburban population drift.

On the one hand one may argue that the massive suburbanization which has been so typical for the developed world for many decades will result in the death of the city. On the other hand it is possible that the emergence of new lifestyles will result in a revitalization of urban society. The understanding and modelling of household development processes in an urban context can give important answers to the question of the future of the city. This book describes the development of a dynamic model for the urban housing market. The model is implemented and tested empirically in the Amsterdam metropolitan region. The model consists of three related submodels which are linked by means of an accounting framework, namely (1) a dynamic household model that predicts transitions in the household structure in the agglomeration of Amsterdam, (2) a housing demand model that evaluates the outcomes of the household transitions in terms of (changing) household preferences, and (3) an allocation model that relates the housing demand, disaggregated by zone, dwelling type and household type, to housing supply.

Book excerpt: This paper reports on the current state of a project to develop a system dynamics (SD) model for urban housing markets in China, aimed at facilitating policy analysis and supporting practical educational tools that might reach large numbers of potential entrepreneurs in China. Although numerous academic papers have applied SD models to real estate markets over the past generation, the technique remains relatively unknown and little used both in the academic economics literature and, more to the point, among practitioners and educators in the real estate community. Yet SD has the potential to address key needs among these constituencies, and extend and complement upon traditional economic methods. SD models are focused on modeling market transitions toward long-run equilibria, facilitating the study of the details of causality and the dynamic path of the market and features that are prominent in the history of housing markets in emerging markets. Different from intensive data-driven economic models, SD models are structural-based operational models that can more easily accommodate the actual non-market features and unique institutional components of these emerging real estate markets, where long-range historical data are not readily available. SD can provide intuitive and transparent model structures that should be able to improve pedagogy for educating large numbers of potential real estate entrepreneurs particularly in emerging market countries. For demonstration, in the present paper we choose to focus on the China-specific features of 'speculative demand' and 'land financing scheme', and use the newly developed SD model to explore the effects of land supply, "command-and-control" versus "market-driven" policies for housing in China. It is important to note, however, that while we chose China for the purposes of our study, the same technique can be applied to any emerging real estate market. Moreover, our research here can e seen as a stepping stone; Before a generalized SD model for emerging markets can be developed, it is both reasonable and appropriate to construct a model that is constrained to a manageable subset of the overall market space.

The Office of Policy Development and Research at HUD formulated policy alternatives to stem the rising tide of abandoned residential buildings. It showed abandonment as the last stage of a process, not a random or isolated phenomenon. The failure of programs to counteract and halt the decline of neighborhoods has stemmed mainly from an imperfect understanding of this process. There have also been political problems with acting in neighborhoods before the symptoms were painfully evident and from the tendency of program developers to deal with the house, rather than the people who own it, rent it, loan on it, or insure it. Few programs have recognized that those people were part of a total neighborhood rather than occupants of individual buildings. The process of neighborhood change is triggered and fueled by individual, collective and institutional decisions. These are made by a myriad of people-households, bankers, real estate brokers, investors, speculators, public service providers (police, fire, schools, sanitation, etc.) and others. It is a reasonable conclusion that if a concentrated effort is made to affect these decisions then neighborhood decline can be slowed, halted, or in some circumstances, reversed.

These programs provide direct assistance to low-income property owners in an attempt to arrest neighborhood decline and encourage revitalization. The authors used the Harvard Urban Development Simulation Model (HUDS) in evaluating these programs. HUDS, a large-scale computer model, represents the process of housing rehabilitation, the production and consumption of housing services, household moving decisions, and other determinant of neighborhood change. The model simulates the behavior of approximately 80,000 individual households in two hundred residential neighborhoods of various quality levels. Unlike more aggregate models of urban development, HUDS has the capacity to identify how specific housing policies affect individual households as well as particular neighborhoods. Since program evaluations are no better than the models on which they are based, the authors provide sufficient detail to permit those readers primarily interested in the policy analysis to assess the methodology and to understandhow the policies are represented in the model; a more technical discussion of the model is then presented in appendixes. Although the simulations focus on policies that induce central-city property owners to upgrade their properties and thus stimulate revitalization, many of the authors' findings are relevant to larger issues of urban development. For example, the analysis of how housing rehabilitation subsidies affect the investment behavior of nonsubsidized property owners provides insights about the link between initial upgrading and sustained neighborhood improvement. The analysis also demonstrates how differences in location, household, and housing stock characteristics affect a particular neighborhood's responsiveness to a common policy initiative.

American and W. -German economists interested in analyzing the structure and functioning of housing markets, and the impacts of govern mental policies on these markets. Such an interaction turns out to be fruitful in several respects. Unquestionably, German economists can learn a lot from the high level of sophistication exhibited in much of the American literature. However, this is not a one way road of learning and the adoption of concepts, for the following reason. Most of the analysis presented in that literature hinges on the use of the standard microeco nomics textbook tools. Now, even a casual observation of housing markets in European countries reveals that behavior and conduct in these markets do not follow the assumptions presumed in this mode of analysis, which calls into question the uncritical employment of that tool kit. This has important consequences for policy analysis and indeed, for some principal attitudes towards housing policy, and points sharply to the need for developing analytical concepts that take up more of the pecul iarities of housing market behavior and conduct. While such a develop ment may be particularly warranted in view of European housing markets, we maintain this to be the case in view of the American housing market as well.
