Book excerpt: The limiting factor affecting the performance of most airborne radar systems in detecting targets on or near the wind-swept surface of the sea is return echoes from the sea surface known as sea clutter. This report address the clutter returns from a maritime environment for airborne L-band VV-polarised radar. Modelling of radar sea return is discussed with consideration to propagation under standard atmospheric conditions. A composite sea clutter model has been developed, which is based upon the concept of a two-scale sea surface model with directional sea spectrum and simple facet specular return at near-normal incidence. Several sea clutter models have been collated with data collected by the Naval Research Laboratory four-frequency radar system under varying sea conditions, and polarimetric synthetic aperture radar images of the North-West of Australia. The results of the comparison have shown that the composite sea clutter model better predicts the backscattering coefficient of sea surface returns for varying sea conditions, radar look directions, and grazing angles. In addition, a radar backscattering model for bare soil showed good agreement between modelling results and POLSAR data for returns from coastal saline flat surfaces surrounding the North-West coastal areas.

Book excerpt: A model for radar clutter as encountered from a space-based platform is developed. Included in the model are land, sea and airborne clutter with emphasis on land clutter. Parametric fits to existing reflectivity data are performed for seven generic terrain types: desert, forest, mountain, rural, urban, snow and ice and sea. The fits are parametric in frequency and grazing angle and, in the case of sea clutter, polarization. In addition to the mean values of clutter reflectivity, the variation about the mean is emphasized. The underlying causes of clutter variability nonhomogeneous terrain type, terrain undulation, etc., are discussed. Quantitative estimates of their effects are presented. A theory of probability density function of clutter based on the resolution cell size, correlation lengths, and underlying statistics of individual scatterers, is presented. Examples are worked out for five terrain types and a large resolution cell. The results are threshold settings required for given false alarm probabilities. Clutter spectra are discussed briefly. Finally, requirements and computer simulations are examined with particular attention to the advantages and disadvantages of three candidate measurement programs.

This technical report documents a detailed radar clutter model utilized throughout the duration of the Air Defense Initiative (ADI) program conducted by the US Air Force from 1985 to 1995. One objective of this effort was to identify possible sources of false alarms in an airborne early warning (AEW) radar environment, and quantify the number of sources as a function of radar frequency, location, season, and time of day. Analysis is presented for radars designed to operate at UHF, L-Band, and S-Band. The environments modeled included tropospheric clutter (precipitation, lightning, and turbulent layer), sea clutter (open sea and land-sea interface), distributed terrain clutter, discrete manmade clutter (buildings, vehicles, and vessels), angels (birds and insects), and aurora. ADI was initially created to provide for a defense against low radar cross section threats. The most significant problem facing ADI is achieving a high probability of detection against modern targets while maintaining very low false alarm rates due to clutter returns. Given the power and size constraints of an AEW radar, most of the burden for achieving this performance is placed on waveform design and signal processing which, in turn, is strongly influenced by how the interference from the clutter environment is defined.

The L-band radar data used throughout this study were derived from airborne synthetic aperture radar imagery. Radar cross section measurements from a variety of distributed targets are presented, including sea surface, sea ice, agricultural fields and forests. Both HH and VV polarized data are presented. Models are presented which describe the intensity distribution of SAR data as well as describe L-band scattering from rough surfaces. The density distribution models describe the observed SAR intensity distributions quite well, whereas the radar scattering models in some cases overpredict the SAR-observed values. Book excerpt: The detection performance of high frequency ground wave (HFGW) radar systems, for over-the-horizon detection of surface targets, is limited by the back scattering returns from the ocean surface. An improved modelling of the ocean clutter is the key to enhanced target detection with HFGW radar; this would enable clutter suppression techniques to be refined and a higher signal-to-noise ratio to be achieved. This paper proposes a wave packet model for the dominant components of the ocean back scattering signal and suggests a technique to exploit this non-stationary characteristic of the ocean clutter to improve target detection performance. The technique is based on the Wigner-Ville distribution, which is an emerging tool for non-stationary spectral analysis. Results are presented to demonstrate the enhanced detection performance of the proposed technique.
