Book excerpt: High numbers of voluntary departures from the services by military pilots have periodically caused considerable concern among military administrators and policymakers, both recently and in previous periods of high attrition. In this study, the authors explore some determinants of the fixed-wing (airplane) pilot attrition problem among male pilots in the Air Force, Navy, and Marine Corps, and the responsiveness of attrition to changes in military compensation. The authors estimated a pilot attrition model that examines the impact on attrition from factors such as compensation, civilian airline hiring, and deployment. This study produced several noteworthy findings, including: (1) Increases in major airline hiring tend to increase military pilot voluntary departures to a great degree in the Air Force and to a lesser extent in the Navy; (2) although attrition was found to be quite responsive to bonus pay, counteracting a sizable increase in major airline hiring could be costly, particularly for the Air Force; (3) the significant Impact of civilian major airline hiring on pilot attrition calls for a pilot management plan that will enable the armed forces to respond to strong outside in

We estimated a pilot attrition model that examines the impact on attrition from factors such as compensation, deployment, voluntary separation programs, and civilian airline hiring. Data sources include military personnel files and information on civilian airline hiring and compensation. The model is simplified in order to abstract from complex modeling issues, such as the existence of multiple decision points and bonus contracts of differing lengths. We focus on voluntary attrition within a few years of the end of the initial service obligation. Although we were able to verify the insensitivity of our results to a number of specification and sample checks, our results do depend on a number of simplifying assumptions that may not be fully testable. Results from the pilot attrition model should therefore be interpreted in light of these assumptions.

Book excerpt: The services are undergoing a fundamental reshaping and restructuring, driven by the demands of a new era of tighter fiscal constraints, new security challenges, and new technology. To reduce strength, the services are constraining accessions, encouraging voluntary departures, and imposing involuntary separations. This has raised concerns regarding total personnel readiness in the near future as the flow of active personnel to the reserve components is sharply reduced. RAND was asked to undertake a critical assessment of pilot management and training from a total force perspective, with special emphasis on three areas: (1) the requirements for pilots in the context of the defense drawdown and restructuring; (2) the supply of pilots in the same context and the sustainability of such a forc-given historical trends in accession, retention, and transfers to the reserves; and (3) the effectiveness of current personnel management and training policies in meeting future needs. As part of that assessment, we were asked to undertake an analysis of the interactions between civilian airlines and the retention of military pilots and the eventual sustainability of the required military pilot force. This documented briefing reports the results of that analysis.

Two decades of elevated operational tempos, tight budgets, and robust airline hiring have motivated pilots to leave active duty service in record numbers, eroding the Service's stock of experienced aviators. The global recession caused by the coronavirus pandemic may have temporarily subdued commercial airlines' demand for military trained pilots, but these conditions won't last forever, and soon the Air Force will once again need to retain experienced aircrew when the airlines are hiring. This dissertation leverages a value-added model to identify changes to Air Force basing policy that could improve fighter pilot retention outcomes. Using a value-added model to analyze twenty years of fighter pilot retention data highlights significant variation in retention outcomes at installations across the USAF's basing posture. Comparing retention outcomes to the communities surrounding military installations can demonstrate pilots' revealed installation preferences. Investigating recent retention trends at prospective F-35 bases yields insights into the potential retention consequences of future basing decisions. This dissertation recommends that the Air Force continue to gather as much data as possible about pilots' personal and professional preferences, so that individuals can be matched with tailored, retention improving assignments. Next, the Air Force should use these preferences to more fully understand pilots' revealed assignment and installation preferences. Lastly, these preferences should be incorporated into the Air Force's Strategic Basing Process to move the Service towards a basing posture that passively supports pilot retention with every basing decision.

A SIMSCRIPT II. 5 simulation model of the F1S and F16 pilots assignment process was developed. The simulation tested the effect of changing CONUS TOS from 3 years to 6 years in half year increments. Analysis of the number of unfilled rated assignments from simulation runs of 10 years in length indicated that changing CONUS TOS by itself has no statistically significant effect on model's output. The analysis was expanded to a 2(2) factorial experimental design using CONUS TOS and Total Active Rated Service (TARS) as independent variables, and unfilled assignments and pilots unassigned as the responses. Second-order effects present in the response surfaces then necessitated expanding the original design to fully determine the effect of CONUS TOS and TARS on the Air Force's ability to minimize the number of unfilled assignments and number of pilots without assignments. The final results indicate that CONUS TOS has no effect on filling critical rated assignments while retention has a major effect.

Book excerpt: The extent of pilot shortages is unclear due to questions over the validity of pilot requirements and the availability of the data on which the shortages are based. Currently, the services are reporting that they are able to fill all of their operational flying positions but are unable to fill all of their nonflying staff positions that are designated for qualified pilots. The seriousness of these shortages is unclear because the services have not made comprehensive assessments of their nonflying positions to determine how many of these staff positions might not have to be filled by pilots. The services report that 20 to 40 percent of their pilot positions are designated as nonflying positions. Notwithstanding difficulties with the requirements, the Air Force projects that its greatest shortfall, particularly within its fighter community, will occur in fiscal year 2007 and then taper off. Navy data indicate that the Navy may have already experienced its greatest pilot shortfall, particularly within its helicopter community, in fiscal year 1998, and that its pilot shortage will gradually dissipate although not disappear.

The Air Force invests a significant amount of time and money in pilot training. Because of the high cost incurred during the pilot's training period as well as during his active duty service, to discharge one or to have one of them leave the service is extremely costly. Empirical models were estimated for all pilots entering the officer corps between 1976 and 1986. Data records utilized in this thesis were obtained from Defense Manpower Data Center (DMDC) Master and L0ss files. Demographic and other relevant factors were included in these models to examine the effects on pilots' remaining in or leaving the Air Force and on the number of years of commissioned service.

The military services invest significant time and funding to train, compensate, and retain fighter pilots. According to Air Force officials, it costs between $3- $11 million and takes approximately 5 years to develop an individual fighter pilot to lead combat missions. GAO’s report (1) assesses the extent to which the military services had differences in the number of fighter pilots compared to authorizations, and describes any contributing factors as well as initiatives to address the differences, and (2) assesses the extent to which the military services had reevaluated squadron requirements for the number of fighter pilots needed, including consideration of UAS pilot requirements. GAO recommends that the Air Force, the Navy, and the Marine Corps reevaluate fighter pilot squadron requirements.
