This QPM represents an extended version of the canonical New Keynesian semi-structural model, accounting for Vietnam-specific factors, including a hybrid monetary policy framework. The model incorporates the array of policy instruments, specifically interest rates, indicative nominal credit growth guidance, and exchange rate interventions, that the authorities employ to meet the primary objective of price stability. The calibrated model embeds a theoretically consistent monetary transmission mechanism and demonstrates robust in-sample forecasting accuracy, both of which are important prerequisites for the richer analysis and forecast-based narratives that support a forward-looking monetary policy regime.

The study was undertaken as part of a larger review of computerized decision models and their use. The purpose was to assist the Law Enforcement Assistance Administration to establish priorities for future funding policy. A survey of 39 cases of model applications is described. Data are presented concerning the means by which the opportunity for model use in the user-agencies was perceived, and by which a particular model was selected, acquired, and introduced. Criteria for determining the success or failure of implementation are given, and factors in these outcomes are discussed. Finally, recommendations for future federal policy concerning model building, dissemination, and implementation are offered. (Author).

Book excerpt: At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.

The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.

The book is split into three parts. The first part considers financial markets in general and looks at the complex models needed to handle observed structures, reviewing models based on diffusions including stochastic-local volatility models and (pure) jump processes. It shows the possible risk-neutral densities, implied volatility surfaces, option pricing and typical paths for a variety of models including SABR, Heston, Bates, Bates-Hull-White, Displaced-Heston, or stochastic volatility versions of Variance Gamma, respectively Normal Inverse Gaussian models and finally, multi-dimensional models. The stochastic-local-volatility Libor market model with time-dependent parameters is considered and as an application how to price and risk-manage CMS spread products is demonstrated. The second part of the book deals with numerical methods which enables the reader to use the models of the first part for pricing and risk management, covering methods based on direct integration and Fourier transforms, and detailing the implementation of the COS, CONV, Carr-Madan method or Fourier-Space-Time Stepping. This is applied to pricing of European, Bermudan and exotic options as well as the calculation of the Greeks. The Monte Carlo simulation technique is outlined and bridge sampling is discussed in a Gaussian setting and for Lévy processes. Computation of Greeks is covered using likelihood ratio methods and adjoint techniques. A chapter on state-of-the-art optimization algorithms rounds up the toolkit for applying advanced mathematical models to financial problems and the last chapter in this section of the book also serves as an introduction to model risk. The third part is devoted to the usage of Matlab, introducing the software package by describing the basic functions applied for financial engineering. The programming is approached from an object-oriented perspective with examples to propose a framework for calibration, hedging and the adjoint method for calculating Greeks in a Libor market model. Not everyone agrees as to what it is, when it happens, and how it occurs. However, its activity is important to policy creation and activation. This dissertation identifies, examines and compares the basic models of policy implementation, the top-down and bottom-up models. It contrasts their operation, positive and negative elements, and then proposes an alternative model which could and should be more desirable, beneficial and effective in accomplishing the goals of policy proponents. I have labeled this proposed alternative model as the Middle-middle Model. It is suggested that this model can contain the desirable positive elements of each of the standard recognized and applied top-down and bottom-up models. Various researchers have recommended that a new approach to achieve consistently effective policy implementation is needed. This new approach should establish scientific credibility sufficiently to move the implementation of emergency management policy into the area of high priority acceptance and support. It is hoped that the efforts made in this dissertation will serve to contribute to policy implementation knowledge enough to help in the building of the bridge between the recognized top-down and bottom-up models. This dissertation concludes with an assessment of the views expressed by state, local and federal government representatives, academics in emergency management and other disciplines, and professional practitioners in the emergency management and related fields. These views were obtained from a questionnaire in order to identify the perceived benefits and/or shortcomings derived from an increased role and participation of state governments in the emergency management policy implementation process. I close with a list of specific recommendations designed to address the identified shortcomings in the United States Emergency Management policy implementation process.
