Book excerpt: "To facilitate a region's freight transportation systems planning and operations and minimize the risk associated with increasing multimodal freight movements, this study presents a modeling framework for evaluating and optimizing freight flows on a multimodal transportation network under disruption. Unexpected events such as earthquakes, floods, and other manmade or natural disasters would cause significant economic loss. When parts of the transportation network are closed or operated at a reduced capacity, the delay of commodity movements would further increase such losses. Shifting to an alternative route or mode might help to mitigate the negative impacts. In this study, a multimodal freight transportation network was developed to simulate commodity movements, evaluate the impacts of disruptions, and develop effective emergency operation plans. A fluid-based dynamic queuing approximation was used to estimate the delays at classification yards and locks caused by disruption. Using the Federal Highway Administration's (FHWA) Freight Analysis Framework version 3 (FAF3) database, a case study was constructed to model the transportation of cereal grains from Iowa to other states. Three hypothetical disruption scenarios were tested: a reduced service level at locks along the Mississippi River, a bridge outage on I-80 at the Missouri River, and severe weather in central Iowa closing the Union Pacific tracks in the area. The impacts of these disruptions were quantified and analyzed using the presented freight network model" (page ii).

Because disruptions in the supply chain are costly, this research will look at improving the efficiency of MTS by looking at disruptions that have a negative impact on the elements that make up the system. Although past research classifies disruptions in MTS as: congestion, demand fluctuations, time delays, capacity limits, scheduling and, connectivity between the different modes, limited research address the relationship between these failures and the system. This research presents a Systems Dynamics (SD) approach to model MTS, which will let us iterate and mitigate a system to be able to forecast scenarios and meaningful hypothesis of a system's behavior over time. The SD model will aid to identify and understand those major elements and disruptions that altogether impact the efficiency of the MTS. The model will help determine how the disruptive factors of the supply chain are related to the efficiency of the system and will suggest decision-making strategies that will improve MTS performance over time being able to enhance customer satisfaction"--Abstract, page iii.

Book excerpt: The use and management of multimodal transport systems, including car-pooling and goods transportation, have become extremely complex, due to their large size (sometimes several thousand variables), the nature of their dynamic relationships as well as the many constraints to which they are subjected. The managers of these systems must ensure that the system works as efficiently as possible by managing the various causes of malfunction of the transport system (vehicle breakdowns, road obstructions, accidents, etc.). The detection and resolution of conflicts, which are particularly complex and must be dealt with in real time, are currently processed manually by operators. However, the experience and abilities of these operators are no longer sufficient when faced with the complexity of the problems to be solved. It is thus necessary to provide them with an interactive tool to help with the management of disturbances, enabling them to identify the different disturbances, to characterize and prioritize these disturbances, to process them by taking into account their specifics and to evaluate the impact of the decisions in real time. Each chapter of this book can be broken down into an approach for solving a transport problem in 3 stages, i.e. modeling the problem, creating optimization algorithms and validating the solutions. The management of a transport system calls for knowledge of a variety of theories (problem modeling tools, multi-objective problem classification, optimization algorithms, etc.). The different constraints increase its complexity drastically and thus require a model that represents as far as possible all the components of a problem in order to better identify it and propose corresponding solutions. These solutions are then evaluated according to the criteria of the transport providers as well as those of the city transport authorities. But these studies have not been able to dynamically couple the various modes into one model; therefore, they are limited in their ability to inform on dynamic system level interactions. This research thesis is motivated by the need to dynamically couple the multimodal freight transportation system to operate at multiple spatial and temporal scales. It is part of a larger research program to develop a systems modeling framework applicable to freight transportation. This larger research program attempts to dynamically couple railroad, seaport, and highway freight transportation models. The focus of this thesis is the development of the coupled railroad and seaport models. A separate volume (Wall 2010) on the development of the highway model has been completed. The model railroad and seaport was developed using Arena® simulation software and it comprises of the Ports of Savannah, GA, Charleston, NC, Jacksonville, FL, their adjacent CSX rail terminal, and connecting CSX railroads in the southeastern U.S. However, only the simulation outputs for the Port of Savannah are discussed in this paper. It should be mentioned that the modeled port layout is only conceptual; therefore, any inferences drawn from the model's outputs do not represent actual port performance.

Disruption to these networks can make peoples0́9 daily lives extremely difficult as well as seriously cripple economic productivity. This dissertation develops a quantitative framework for assessing vulnerability and redundancy of freight transportation networks. The framework consists of three major contributions: (1) a two- stage approach for estimating a statewide truck origin-destination (O-D) trip table, (2) a decision support tool for assessing vulnerability of freight transportation networks, and (3) a quantitative approach for measuring redundancy of freight transportation networks. The dissertation first proposes a two-stage approach to estimate a statewide truck O-D trip table. The proposed approach is supported by two sequential stages: the first stage estimates a commodity-based truck O-D trip table using the commodity flows derived from the Freight Analysis Framework (FAF) database, and the second stage uses the path flow estimator (PFE) concept to refine the truck trip table obtained from the first stage using the truck counts from the statewide truck count program. The model allows great flexibility of incorporating data at different spatial levels for estimating the truck O- D trip table. The results from the second stage provide us a better understanding of truck flows on the statewide truck routes and corridors, and allow us to better manage the anticipated impacts caused by network disruptions. A decision support tool is developed to facilitate the decision making system through the application of its database management capabilities, graphical user interface, GIS-based visualization, and transportation network vulnerability analysis. The vulnerability assessment focuses on evaluating the statewide truck-freight bottlenecks/chokepoints. This dissertation proposes two quantitative measures: O-D connectivity (or detour route) in terms of distance and freight flow pattern change in terms of vehicle miles traveled (VMT). The case study adopts a 0́−what-if0́+ analysis approach by generating the disruption scenarios of the structurally deficient bridges in Utah due to earthquakes. In addition, the potential impacts of disruptions to multiple bridges in both rural and urban areas are evaluated and compared to the single bridge failure scenarios. This dissertation also proposes an approach to measure the redundancy of freight transportation networks based on two main dimensions: route diversity and network spare capacity. The route diversity dimension is used to evaluate the existence of multiple efficient routes available for users or the degree of connections between a specific O-D pair. The network spare capacity dimension is used to quantify the network- wide spare capacity with an explicit consideration of congestion effect. These two dimensions can complement each other by providing a two-dimensional characterization of freight transportation network redundancy. Case studies of the Utah statewide transportation network and coal multimodal network are conducted to demonstrate the features of the vulnerability and redundancy measures and the applicability of the quantitative assessment methodology.

Book excerpt: Within the U.S., the 18.6 billion tons of goods currently moved along the multimodal transportation system are expected to grow 51% by 2045. Most of those goods are transported by roadways. However, several benefits can be realized by shippers and consumers by shifting freight to more efficient modes, such as inland waterways, or adopting a multimodal scheme. To support such freight growth sustainably and efficiently, federal legislation calls for the development of plans, methods, and tools to identify and prioritize future multimodal transportation infrastructure needs. However, given the historical mode-specific approach to freight data collection, analysis, and modeling, challenges remain to adopt a fully multimodal approach that integrates underrepresented modes, such as waterways, into multimodal forecasting tools to identify and prioritize transportation infrastructure needs. Examples of such challenges are data heterogeneity, confidentiality, limitations in terms of spatial and temporal coverage, high cost associated with data collection, subjectivity in surveys responses, etc. To overcome these challenges, this work fuses data across a variety of novel transportation sources to close existing gaps in freight data needed to support multimodal long-range freight planning. In particular, the objective of this work is to develop methods to allow integration of inland waterway transportation into commodity-based freight forecasting models, by leveraging Automatic Identification System (AIS) data. The following approaches are presented in this dissertation: i) Maritime Automatic Identification System (AIS) data is mapped to a detailed inland navigable waterway network, allowing for an improved representation of waterway modes into multimodal freight travel demand models which currently suffer from unbalanced representation of waterways. Validation results show the model correctly identifies 84% stops at inland waterway ports and 83.5% of trips crossing locks. ii) AIS and truck Global Positioning System (GPS) data are fused to a multimodal network to identify the area of impact of a freight investment, providing a single methodology and data source to compare and contrast diverse transportation infrastructure investments. This method identifies parallel truck and vessel flows indicating potential for modal shift. iii) Truck GPS and maritime Lock Performance Monitoring System (LPMS) data are fused via a multi-commodity assignment model to characterize and quantify annual commodity throughput at port terminals on inland waterways, generating new data from public datasets, to support estimation of commodity-based freight fluidity performance measures. Results show that 84% of ports had less than a 20% difference between estimated and observed truck volumes. iv) AIS, LPMS, and truck GPS datasets are fused to disaggregate estimated annual commodity port throughput to vessel trips on inland waterways. Vessel trips characterized by port of origin, destination, path, timestamp, and commodity carried, are mapped to a detailed inland waterway network, allowing for a detailed commodity flow analysis, previously unavailable in the public domain. The novel, repeatable, data-driven methods and models proposed in this work are applied to the 43 freight port terminals located on the Arkansas River. These models help to evaluate network performance, identify and prioritize multimodal freight transportation infrastructure needs, and introduce a unique focus on modal shift towards inland waterway transportation.
