Book excerpt: The centrally planned economies (CPEs) of the Soviet Union and Eastern Europe have experienced severe imbalances in domestic and external markets over the past several decades. As a result, they have been chronically afflicted by problems such as excess demand, repressed inflation, deficits of commodities, queues, waiting lists, and forced savings. Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Inevitably, the new research has also generated controversies both between and within the schools of shortage and disequilibrium modelling, concerning the fundamental nature of the socialist economy, theoretical concepts and definitions, the specification of models, estimation techniques, interpretation of empirical findings, and policy recommend ations. Furthermore, the research effort has been energetic but incomplete, so many gaps exist in the field.

With allegiance to rigor and the emphasis on the theoretical fundamentals of prototype mathematical growth models, the treatise is written in the theorem-proof style. To keep the exposition orderly and as smooth as possible, the economic analysis has been separated from the purely mathematical issues, and hence the monograph is organized in two books. Regarding the scope and content of the two books, an "Introduction and Over view" has been prepared to offer both motivation and a brief account. The introduc tion is especially designed to give a recapitulation of the mathematical theory and results presented in Book II, which are used as the unifying mathematical framework in the analysis and exposition of the different economic growth models in Book I. Economists would probably prefer to go directly to Book I and proceed by consult ing the mathematical theorems of Book II in confirming the economic theorems in Book I. Thereby, both the independence and interdependence of the economic and mathematical argumentations are respected.

Old patterns of population redistribution, industrial location, labor-force participation, household formation, and fertility are changing. The resulting uncertainty has increased interest in forecasting because mere extrapolations of past trends are proving inadequate. In the United States of America popUlation forecasts received even more attention after federal agencies began distributing funds for capital infrastructure to state and local governments on the basis of projected future populations. If the national government had based those funding decisions on locally prepared projections, the optimism of local officials would have resulted in billions of dollars worth of excess capacity in sewage treatment plants alone. Cabinet-level inquiries concluded that the U. S. Department of Commerce should (1) assume the responsibility for developing a single set of projections for use whenever future population was a consideration in federal spending decisions and (2) develop methods which incorporate both economic and demographic factors causing population change. Neither the projections prepared by economists at the Bureau of Economic Analysis nor those prepared by demographers at the Bureau of the Census were considered satisfactory because neither method adequately recognized the intertwined nature of demographic and economic change.
